Solicitation Document Description: This Request for Quotation (the “RFQ”) is an invitation by the City of Toronto (the “City”) to prospective Suppliers to submit bids for the non-exclusive supply and delivery of all labour, materials, services, supplies, tools, equipment, apparatus, transportation, facilities and incidentals required for the up-fitting (Conversion) of vehicles owned by the City of Toronto; and operated by the City Divisions known as Toronto Paramedic Services Division (TPS) and Toronto Fire Services Division (TFS) into Emergency Response Vehicles (ERV), as and when required, as further described in Part 3 and the Contract (the “Deliverables”).
Specific Conditions for Procurement: The Supplier must have the following experience in order to be considered for award of the Contract:

1.        Must demonstrate experience installing hybrid drive systems for emergency response vehicles or similar vehicles. Suppliers must provide at least one example project completed within the last three (3) years, including the client name, vehicle type, and project description.

2.        Must provide evidence of compliance with the Ministry of Health Land Ambulance Standards by submitting certificates for the following tests performed on an emergency response vehicle within the last three (3) years.

•        Weight Distribution Test
•        Centre of Gravity Test.

3.        Must ensure all modifications don’t alter the vehicle’s ability to comply with the Canadian Motor Vehicle Safety Standards (CMVSS).

4.        Must provide a list of key personnel who will be responsible for the upfitting services, including their job title and relevant certifications.

5.        Supplier shall have at least (1) one 310S licenced motor vehicle mechanic on staff and must submit a copy of the 310S licence issued by Skilled Trades Ontario.

6.        Suppliers must provide information regarding the facility or facilities where the work will be performed, including

•        location of the facility
•        approximate size of the facility.
•        confirmation that the facility includes a secured, video monitored storage yard.
•        Suppliers must also complete Part 4 – Form C Mandatory Facility Information, confirming their ability to provide the services outlined in this RFQ.

7.        Suppliers must provide a complete list of major shop equipment, that will be utilized in providing the upfitting (conversion) services outlined in Part 3 of this RFQ, at the time of bid submission, along with what CAD software your company uses. Suppliers must provide their own separate document for this information and upload in Part 4 of the Ariba RFQ event.

Pre-Bid Meeting: .1        All Suppliers are encouraged to attend an optional meeting to familiarize themselves with the required Deliverables. The optional site meeting will take place at Fire Services Division and Paramedic Services Division, respectively. Site meetings will not be available at any other times.

The City reserves the right not to answer questions at the Site Meeting but will answer questions that arise at the Site Meeting as part of an Addendum.
