NOTICE IS HEREBY GIVEN by the Mayor and the Board Members of the VillageofOak Lawn, Cook
County, Illinois, that the sealed bids will be received for the following improvement(s):
CDBGCV CIPPSanitary Sewer Rehabilitation(REBID)
Contract5-2026
Said bids will be received up to the hour of 10 a.m. Central Standard Time, on the 1st day of
September,2026, at the Village Clerk'sOffice in the VillageHall, locatedat9446 SouthRaymond
Avenue, Oak Lawn,Illinois,and will be publicly opened and read at that time.Only paper Bids will
be accepted. No electronic bids will be accepted.
The Project includes the following Work: Access, clean, inspect, and rehabilitate or repair sanitary
sewers within the specified project area.
Complete digital Project Bidding Documents are available at oaklawn-il.gov or at
bidnetdirect.com/Illinois/thevillageofoaklawn. There is no charge to register. Follow the
registration path and select the "Limited Access" option which will provide matching bid
notifications and alerts from OWNER. Please contact Bidnet Direct vendor support team at (800)

The Issuing Office isVillage of Oak Lawn, 9446 South Raymond Avenue, Oak Lawn, IL 60453.
All Bidders submitting a sealed Bid shall obtain the Bidding Documents frombidnet.com.
Bidders who submit a Bid must be a Plan Holder of record at the Issuing Office. Bids from Bidders
who are not on the Plan Holders List may be returned as not being responsive.
All proposals or bids offered must be accompanied by a bid bond, cash, or certified check made
payable to the Village in the amount of not less than ten percent (10%) of the total amount of the
proposal as a guarantee that if the proposal is accepted a contract will be entered into and the
performance of the contract is properly secured.
No bid shall be withdrawn after the opening of the proposals without the consent of the Mayor
and Board Members of the Village of Oak Lawn, Illinois, for a period of 90days after the scheduled
time of closing bids.

The Bidder is specifically advised that the Village is a Subrecipient of the County of Cook of a grant
pursuant to the Housing and Community Development Act of 1974, as amended, pursuant to an
agreement entered into between the County of Cook and the Village. Payments to the contractor
will be made by the Village and reimbursed by Cook County's CDBG Program in accordance with
the terms of the aforesaid agreement. Further, in compliance with the Stevens Amendment to the
Department of Defense Appropriations Act of 1989, the estimated percentage of the total cost of
this Project to be funded with federal dollars is one hundred (100%) and the exact dollar amount
of federal funds which will be set aside for this project will be based on the contract amount
awarded under this offering.
APPLICABLE FEDERAL REQUIREMENTS
AlllaborersandmechanicsemployedbytheContractororSubcontractor(s)onconstructionwork
forthisProjectshallbepaidwagesatratesnotlessthanthoseprevailingon similarconstruction
in the locality as determined by the Secretary of Labor in accordance with the Davis-Bacon Act,
asamended,(U.S.C.Sections76-276a-5),andshallreceiveovertimecompensationinaccordance
withandsubjecttotheprovisionsoftheContractWorkHoursandSafetyStandardsAct(40U.S.C.
Sections327-333), and the Contractor and Subcontractor(s) shall comply with all regulations
issued pursuant to these Acts and other applicable Federal laws and regulations pertaining to
labor standards. The Secretary of Labor has, with respect to the labor standards specified in this
Section,theauthorityandfunctionssetforthinReorganizationPlanNumber14of1950(5U.S.C.
Section133z-15)andSection2oftheActofJune13,1934,asamended,(40U.S.C.Section276c).
All contracts and Subrecipients for the construction or repair shall include a provision for
compliance with the Copeland "Anti-Kickback Act" (18 U.S.C. Section 874) as supplemented in
Department of Labor Regulations (29 CFR Part3).
Each bidder is required to comply with Equal Employment Opportunity for the Community
Development Block Grants, a copy of which is on file with the City/Village Clerk/ Secretary and is
available for inspection.
Each bidder is required to be registered in the Federal Government databank for contractors at
SAM.gov and have an active Unique Entity Identifier (UEI) number in the system.
Each bidder is required to comply with the Build America, Buy America Act (HUD proposes a
waiver for infrastructure projects whose total is an amount equal to or less than $250,000.00).
Compliance with "Section 3", which calls for affirmative action by the Contractor to train and/
hire lower income residents of the Project area and to subcontract with local, small businesses
is required on this Project.

An explanation of the applicable federal requirements previously mentioned is provided in
the Special Provisions of the Bid Specifications and Davis-Bacon Packet.
The successful bidder for the construction of the improvement will be required to file a
performance bond equal to one hundred percent (100%) of the bid, with sureties to be approved
by the Mayor/President and the City Council/Board of Trustees/Board Members, which
performance bonds shall be conditioned upon proper and faithful performance by the Contractor
of the work specified in accordance with the plans and specifications therefore, according to the
time and terms and conditions of the contract; and also that the bidder and contractor shall
properly pay all debts incurred by the Contractor in the execution of the work, including those
for labor and materials furnished.
The Contractor shall be required to furnish sufficient insurance or guaranty of indemnity to the
Village ofOak Lawn,Illinois,andtheCountyofCook,Illinois,against any or all claims which might
arise for damages to persons or property due to the negligence of the Contractor or
Subcontractor(s), or their officers, agents, employees or servants, during the
construction/demolition of said improvement and until the said improvement has been finally
accepted as complete by the Mayor and the Board of Trustees of the Village ofOak Lawn, the
right to reject any and all proposals or bids isreserved.

ARTICLE 1-DEFINED TERMS
1.01 Terms used in these Instructions to Bidders have the meanings indicated in the General
Conditions and the Supplementary Conditions. Additional terms used in these Instructions to Bidders
have the meanings indicated below which are applicable to both the singular and plural thereof:
A. Issuing Office-The office from which the Bidding Documents are to be issued and which
registers planholders.

ARTICLE 2-BIDDING DOCUMENTS
2.01 Bidder shall obtain a complete set of Bidding Requirements and proposed Contract Documents
(together, the Bidding Documents). See the Agreement for a list of the Contract Documents. It is Bidder's
responsibility to determine that it is using a complete setof documents in the preparation of a Bid. Bidder
assumes sole responsibility for errors or misinterpretations resulting from the use of incomplete
documents, by Bidder itself or by its prospective Subcontractors and Suppliers.
2.02 Bidding Documents are made available for the sole purpose of obtaining Bids for completion
of the Project and permission to download or distribution of the Bidding Documents does not confer
a license or grant permission or authorization for any other use. Authorization to download
documents, or other distribution, includes the right for plan holders to print documents solely for
their use, and the use of their prospective Subcontractors and Suppliers, provided the plan holder
pays all costs associated with printing or reproduction. Printed documents may not be re-sold under
any circumstances.
2.03 Electronic Documents
A. When the Bidding Requirements indicate that electronic (digital) copies of the Bidding
Documents are available, such documents will be made available to the Bidders as Electronic Documents
in the manner specified.
1. Bidding Documents will be provided in Adobe PDF (Portable Document Format)
(.pdf) that is readable by Adobe Acrobat Reader Version6.0or later. It is the intent of ENGINEER
and OWNER that such Electronic Documents are to be exactly representative of the paper copies
of the documents. However, because OWNER and ENGINEER cannot totally control the
transmission and receipt of Electronic Documents nor CONTRACTOR's means of reproduction
of such documents, OWNER and ENGINEER cannot and do not guarantee that Electronic
Documents and reproductions prepared from those versions are identical in every manner to the
paper copies.
B. Unless otherwise stated in the Bidding Documents, the Bidder may use and rely upon
complete sets of Electronic Documents of the Bidding Documents, described in Paragraph 2.03.A above.
However, Bidder assumes all risks associated with differences arising from transmission/receipt of
Electronic Documents versions of Bidding Documents and reproductions prepared from those versions
and, further, assumes all risks, costs, and responsibility associated with use of the Electronic Documents
versions to derive information that is not explicitly contained in printed paper versions of the documents,
and for Bidder's reliance upon such derived information.
ARTICLE 3-QUALIFICATIONS OF BIDDERS
3.01 To demonstrate Bidder's qualifications to perform the Work, Bidder shall submit with its Bid the
Qualifications Statement.
3.02 Bidder must be prepared to submit evidence of Bidder's qualifications to do business in the state
where the Project is located prior to award of the Contract.
3.03 A Bidder's failure to submit required qualification information within the times indicated may
disqualify Bidder from receiving an award of the Contract.
3.04 Bidders shall submit the documentation listed in Paragraph 7.01 of the Bid Form
(Section 0041 00).
