Justification & Approval for Emergency HVAC Repair at Sac Valley National -- Z1NB
Emergency Replacement of non-functioning HVAC Unit. Project #921-M&R-FY25-053
Unusual and Compelling Urgency per 41 USC 3304(a)(2) as implemented by FAR 6.302-2: The broken HVAC unit is necessary for moderating the temperature within the back section of the building where the breakroom is located. When the system went down the portion of the building that unit is responsible for was 52 degrees Fahrenheit. In January in Dixon CA the average highs for this time of year is 59 degrees Fahrenheit. Occupational Safety and Health Administration recommends temperature control between 68-76 degrees Fahrenheit due to the risk of thermoregulatory disorders and illnesses related to heat and cold stress, which makes this an Unusual and Compelling Urgency. The Contractor shall replace the inoperable HVAC with a 5 Ton HVAC unit, thermostat, labor to install, and crane services.
