1. INTRODUCTION
The City of Shasta Lake, located in northern California, is a small but growing community of
approximately 10,262 residents. Spanning about 11 square miles, the City sits in the picturesque
foothills just north of Redding, offering residents scenic beauty, abundant outdoor recreation, and
a strong sense of community. Incorporated in July 1993 as the third city in Shasta County, Shasta
Lake brought together the historic communities of Pine Grove, Summit City, Project City, Toyon,
and Central Valley.
The City is characterized by its rural charm, natural surroundings, and the close-knit nature of its
residents—many of whom commute to work in nearby cities while choosing to live in Shasta Lake
for its peaceful environment and proximity to nature. With State Route 151 (Scenic Highway)
running through the heart of the city as the “Gateway to Lake Shasta,” the area is rich in historical
significance. It draws visitors year-round for its recreational opportunities. Community members
have expressed a growing interest in expanding and enhancing local parks, trails, recreation
programs, and open spaces to meet the evolving needs of residents.
Approximately 74% of Shasta Lake’s population qualifies as low-to-moderate income (LMI),
underscoring the importance of equitable access to high-quality parks and recreation facilities.
The City has received funding from the State of California’s 2024 Community Development Block
Grant (CDBG) Planning and Technical Assistance Program to develop a comprehensive Parks
and Recreation Master Plan.
The last Parks and Recreation Master Plan was completed in 2005. Since then, the City has
added new amenities (e.g., Shasta Lake Dog Park and Drop-In Skatepark) and identified the Civic
Center Campus as a future community recreation hub. Additionally, the General Plan has been
updated to incorporate new goals and community priorities. The City seeks a qualified consultant
to lead the development of the new Master Plan, which will serve as a 5 to 15-year roadmap to
guide the investment, design, maintenance, and operations of parks, trails, recreation facilities,
and programs, ensuring long-term sustainability, fiscal responsibility, and community well-being.
2. BACKGROUND
The 2005 Parks and Recreation Master Plan laid the foundation for Shasta Lake’s first citywide
parks system. It established a community-supported roadmap that identified the city’s existing
and anticipated recreational needs while providing a long-term vision for developing parks and
recreation amenities.
Building on that foundation, the City now seeks to update and enhance the 2005 Plan through a
concise, user-friendly Parks and Recreation Master Plan that reflects current conditions, priorities,
and community input. Through robust outreach efforts, the City aims to create a plan that will
serve as a practical and strategic framework for guiding decision-making related to the planning,
programming, operation, protection, maintenance, and development of Shasta Lake’s parks,
trails, open spaces, and recreational facilities.

The updated plan will promote sustainability, align with existing ordinances and plans, and
incorporate forward-looking strategies that accommodate future growth while preserving the
community's character and natural assets.
3. PROJECT GOALS and SCOPE OF WORK
The deliverables resulting from the Master Plan will guide future development and improvements
of Shasta Lake’s parks, open space, trails, facilities, and recreation programs. They will require
approval by the City Council before implementation. Comprehensive public outreach and
extensive engagement within the Shasta Lake community will be a fundamental component of
this Master Plan update.
The major tasks for this work effort include:
i. The development and adoption of a comprehensive, data-driven, and community-
informed Parks and Recreation Master Plan, which will serve as a strategic framework for
guiding decision-making related to the planning, programming, operation, protection,
maintenance, and development of Shasta Lake’s parks, trails, open spaces, and
recreational facilities.
ii. Provide preliminary concepts, cost estimates, environmental considerations, and a
prioritization framework for all recommended improvements.
iii. Integrate, expand, and modernize bicycle, pedestrian, and trail elements from the 2009
BTP. The Parks Master Plan shall evaluate all bikeway and trail projects identified in the
BTP, reassess priorities, identify completed, incomplete, and obsolete segments, and
propose a unified park-trail mobility system connecting neighborhoods, schools,
commercial centers, public buildings, employment centers, and natural areas.
iv. Develop a Conceptual Trail Plan for public and private lands located within and around
the city. The plan will focus on identifying opportunities for high-quality mountain-biking
and outdoor recreation experiences for residents and visitors. This Conceptual Trail Plan
will serve as the foundation for future detailed trail design, environmental review,
permitting, and phased implementation. It aims to create an interconnected, sustainable,
and community-serving trail network that enhances outdoor recreation, supports tourism,
and strengthens Shasta Lake’s identity as a regional trail destination.
v. Integrate and ensure consistency with all relevant municipal plans, ordinances, and
regulatory standards to ensure a comprehensive policy-aligned Plan, including, but not
limited to City Parks and Open Space policies, Quimby Act implementation provisions,
Zoning and Subdivision regulations, ADA Transition Plan requirements, Safe Routes to
School data, applicable stormwater and low-impact development standards, General Plan
parkland standards, wildfire and heat-resilience objectives, Local Hazard Mitigation Plan,
land use, conservation, open space, public safety, community health, circulation elements
of the General Plan, guidance from multimodal and regional planning frameworks,
including the Shasta Regional Transportation Agency’s RTP/SCS and GoShasta Active
Transportation Plan, state initiatives and statutory requirements, including Outdoor
Access for All, California Complete Streets Act, Statewide Park Development and
Community Revitalization Program, and equity mandates under SB 1000 and the CDBG
Program.

vi. As part of this work, the consultant will be expected to organize and facilitate public
engagement in identifying and preparing the Master Plan for City Council consideration
and adoption.
vii. Complete all documents for CEQA/NEPA compliance for the project.
viii. The City may consider the selected consultant's recommendations for modifying the tasks
and/or deliverables identified in the RFP when such changes will facilitate the project's
success. All tasks and/or deliverables are expected to be provided on time and within the
project budget.
Task 1 – Baseline Assessment and Project Administration
Meet with city staff to discuss the project's scope and assess the available
documentary materials (maps, existing guidelines and regulations, public
information, etc.).
Research the community and understand community goals and design
elements applicable to the City of Shasta Lake, given current conditions,
public desires, and general plan direction.
Define the Master Plan’s background and purpose, including its connection
to State, Federal, and local regulations, and other City-wide plans,
including the 2040 General Plan Update, 2021 Local Road Safety Plan,
2020 GoShasta Regional Active Transportation Plan (and 2027 update),
2022 Regional Transportation Plan, Low-Stress Shasta ATP Cycle 7
Documentation, 2023 Healthy Shasta Strategic Plan, and current and
future Trail systems in Redding and Shasta County.
Review existing and future conditions/issues.
Document the project areas with digital photographs or other tools to record
existing conditions and to identify opportunities for improvement.
Evaluate existing documents, including those previously mentioned and other
relevant city-wide plans.
Provide the Parks and Recreation Commission with a presentation of your
approach to the planning process and provide progress reports throughout the
process.
Present approach to the Planning Commission and provide progress reports.
Present approach to City Council and provide progress reports.
Participate in progress meetings with city staff as often as necessary, but not less
than once per month until the final plan is approved.
Supply city staff with completed or partially completed products as deemed
necessary before each progress meeting. City staff shall schedule the meetings,
as necessary, at key times during the development of the Master Plan.
Develop a policy consistency matrix demonstrating how the Master Plan
implements goals, policies, and actions from the 2040 General Plan, GoShasta
ATP, SRTA RTP/SCS, Local Hazard Mitigation Plan, Stormwater Master Plan,
ADA Transition requirements, and other relevant documents. This matrix shall
identify areas of alignment and recommend policy amendments where gaps exist.
Prepare a Policy Consistency Matrix comparing the Parks Master Plan with the
2009 BTP (2009 Bicycle Transportation Plan – Final), including bikeway
classifications, proposed project lists, Safe Routes to School data, transit
integration, community input findings (BTP p. 27), existing conditions maps
(Exhibits C, G, H), and end-of-trip facility locations (Exhibits I-K). Identify which

components should be retained, revisited, removed, or expanded as part of
rewriting the bicycle and trails system within the Parks and Recreation Master
Plan.
Identify CEQA implications for updating the bikeway and trail system, including
environmental constraints, river/creek trail corridors (e.g., Churn Creek), wildfire
risk areas, and multimodal routes within rights-of-way.
Deliverables:
1. Digital file with any photographs or other records of existing conditions.
2. One (1) presentation to the Parks and Recreation Commission with an overview of
your approach to the planning process and two (2) progress report presentations
throughout the process, preliminary to Council action. (Zoom or in person/can be
combined with Planning Commission presentations)
3. One (1) presentation to the Planning Commission with an overview of your
approach to the planning process and two (2) progress report presentations

4. One (1) presentation to the City Council with an overview of your approach to the
planning process and one (1) presentation to the City Council for final action.
5. At least one (1) copy of all completed or partially completed products (as deemed
necessary) provided to City staff, at least five (5) working days before each
progress meeting.
6. Meeting notes, photo documentation, and action items provided to City staff,
following each progress meeting.
Task 2 – Inventory of Existing Facilities
Conduct an on-site visual analysis of existing parks, City facilities, open space areas,
trails, active transportation routes, park amenities, etc. This should consider the capacity
of each amenity, as well as its functionality, accessibility, condition, convenience, and
useful life.
Conduct an inventory of park and recreation-related facilities within the Gateway Unified
School District (GUSD) within City Limits.
Identify major regional trail systems within five miles of the City of Shasta Lake.
Conduct an inventory of design and maintenance standards for City-owned parks.
Identify partnership opportunities with facilities, including nonprofit partnerships, as well
as Gateway Unified School District, United States Bureau of Reclamation, United States
Bureau of Land Management, United States Forest Service, McConnell Foundation,
Redding Rancheria, Wintu Tribe of Northern California, Redding Trail Alliance, and
others.
Identify private and public properties and vacant lots, that can become neighborhood
parks (5 acres or less), pocket parks, parklets, community gardens, habitat/native
gardens or open spaces, remaining either publicly owned or acquired by the City or
could be utilized for trails/trail connection; identify policy/ordinance changes necessary to
facilitate such partnerships, including zoning.
Develop a targeted metric in order to provide the appropriate level of park access for
existing and future demand of the community.
Utilize GIS and existing City, County, and other local data to support research and
analysis.
