Description
The U.S. Nuclear Regulatory Commission (NRC) is issuing a presolicitation notice for a requirement entitled, “International Regulatory Assistance with Radioactive Sources and Uranium Recovery projects”

The Contractor shall provide personnel with specific technical and scientific expertise, research,
and training applicable to nuclear safety and security regulations and oversight, including,
radioactive sources, materials, transport and waste in order to assist NRC staff in providing
nuclear-related assistance to select countries in Africa, Asia, Eurasia, Europe, Latin America
and the Caribbean, and the Middle East.

- Adopting and implementing the IAEA-sponsored “Code of Conduct on the Safety and
Security of Radioactive Sources”
- Developing and implementing nuclear safety and security regulations, licensing and
inspection programs for accountancy, control, and physical protection of nuclear materials
(including radioactive sources)

The period of performance will be a total of five years.
The North American Industry Classification System (NAICS) code for the services required is 541990 “All Other Professional, Scientific, and Technical Services.” The small business size standard is annual receipts for the preceding three fiscal years not-to-exceed $19.5M.
Request for Proposal (RFP) No. 31310025R0004 will be posted on, or about, January 31, 2025 as a small business set aside competition under FAR Part 15. Closing date for receipt of proposals will be on, or about, 30 days thereafter.
RFP No. 31310025R004 will be distributed solely through www.sam.gov.
All future information about this acquisition, including solicitation amendments will also be distributed solely through www.SAM.gov . Interested parties are responsible for monitoring www.SAM.gov to assure that they have the most up-to-date information about this acquisition. The Government will not reimburse interested parties for any cost associated with responding to this business opportunity.
Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (541990 listed above) to this acquisition must be in vendor's SAM registration. Note: Update SAM profile to include all applicable NAICS Codes associated with your company. Vendors may register for SAM online at www.sam.gov or by calling 1-866-606-8220.
In accordance with FAR 4.1102, offerors are required to be registered in SAM.GOV at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
