Description
Intent to Award Sole Source: The Centers for Medicare & Medicaid Services (CMS, or the Government) intends to negotiate and award on a sole source basis, a firm-fixed-price (FFP) contract to First Databank, Inc. (FDB), 701 Gateway Blvd, STE 600, South San Francisco, CA 94080. This sole source award will be made pursuant to FAR 13.5 procedures in accordance with 41 U.S.C. 1901. A Justification and Approval is currently being processed for this requirement. This requirement is intended as a sole source procurement because FDB is the only provider that meets the unique and critical data requirements to implement the Medicare Prescription Drug program.
Period of Performance: The total period of performance is 09/30/2025 to 09/29/2030, which consists of a 12-month base period and four 12-month option periods:
Base Period: September 30, 2025 – September 29, 2026
Option Period 1: September 30, 2026 – September 29, 2027
Option Period 2: September 30, 2027 – September 29, 2028
Option Period 3: September 30, 2028 – September 29, 2029
Option Period 4: September 30, 2029 – September 29, 2030
NAICS: The North American Industrial Classification Standard (NAICS) Code for this effort is 513210 (Software Publishers).
CMS intends to acquire these commercial items using FAR 13.5 procedures.
Interested Parties: All responsible sources may submit a capability statement or other written qualifications to perform the effort, which, if received timely, shall be considered by CMS. Statements of capability must be emailed to Andrew.Mummert@cms.hhs.gov and Victoria.Nguyen@cms.hhs.gov and must be received within 5 days of this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. In addition, all interested contractors must be registered with the System for Award Management (SAM).
