Notice of Procurement - RFQ of Developer Partners

Regina Public Library (RPL) wishes to pre-emptively inform interested parties that a Request for Qualifications (RFQ) will be released in October 2025 for the Central Library Renewal Partnership (CLRP) Project in Regina, Saskatchewan.

The RFQ will be the first stage in a two-stage competitive selection process to pre-qualify a pre-determined number of development partners to participate in the subsequent Request for Proposal (RFP) stage. At the completion of the second stage, it is the desire of RPL to enter into a fixed-term partnership agreement with the preferred developer partner for the development and care of the new CLRP facility shell and site location.

The preferred developer partner will be responsible for the development, inclusive of but not limited to, the planning, design, delivery, and care of the facility’s shell (“base building”) and site location, as further described in the forthcoming RFQ and appended documents.

For further clarity, RPL intends to manage the planning, design, delivery, and care of the interior tenant improvements facility, as further described in the forthcoming RFQ and appended documents, through a separate scope of work.

The forthcoming RFQ and future RFP will be issued and managed in accordance with all applicable trade laws and applicable legislation.

This advance notice is intended to elicit early industry engagement and provide interested respondents additional notice to begin preparing for the procurement process.
