3M™ GAP-0700 Plasticizer has been previously classified by the Department of Transportation as “Propellant, Liquid, UN 0495”.
For shipping, the material will be sealed in an airtight, conductive plastic container and placed inside an inner liner.
Trained personnel in explosive handling are required. Nitrile gloves should be worn if material needs to be handled outside the container due to chemical contamination. The material is a liquid explosive that absorbs moisture from the air.
Certificate of Conformance (CoC) and Certificate of Analysis (CoA): 3M will certify only to the standard 3M manufacturing specification. Report drawing/specifications with noted exceptions from 3M if applicable.
This effort is following commercial procedures: Reference 52.212-1, 52.212-3, 52.212-4 resulting in a contract using commercial procedures, 52.212-4, 52.212.5.
Evaluation Criteria: The product needs to be delivered 6 weeks after placement of order, must meet quantity requirement, adhere to appropriate shipping requirements (additional information provided below), and cost will be considered. Criteria is listed in order of importance. The shipment of materials classified as Division 1.3, which includes explosives with a fire hazard and either a minor blast hazard or a minor projection hazard or both, but not a mass explosion hazard, requires careful handling and transportation. These materials must be transported in accordance with the regulations set forth by the U.S. Department of Transportation (DOT) and the United Nations Recommendations on the Transport of Dangerous Goods. Proper training and adherence to safety regulations are essential to ensure the safe delivery of these types of substances and articles.
