2025 Intoxicated Driver Program Supplemental Funding

The Division of Care and Treatment Services is seeking applications for supplemental funding under the Intoxicated Driver Program (IDP). This funding ensures that individuals ordered to treatment following an OWI conviction are not denied access due to inability to pay.
The IDP Supplemental Funding Award, established under 1999 Wisconsin Act 9 and Wis. Stat. § 20.435(5)(hy), provides Tribal nation and county agencies with resources to cover treatment costs when client fees, insurance, or retained surcharge funds are insufficient. Funds must be used to directly offset the cost of treatment services for IDP-referred clients who are uninsured, underinsured, or experiencing financial hardship.

Estimated number of awards
All eligible Tribal nation agencies as defined in Wis. Stat. § 51.01(2c) and county agencies under Wis. Stat. § 51.42 and Tribal nation agencies as defined in Wis. Stat. § 51.01(2c) that submit applications will be considered for an award. Eligible agencies that demonstrate a funding gap may receive one award.

Awards are not fixed. Each award is based on the documented deficit submitted by the Tribal nation or county agency. If requests exceed available funds, awards will be prorated proportionally to ensure equitable distribution across all eligible applicants.
Anticipated length of funding opportunity
This is a one-time award for 2025.
Anticipated contract dates
January 1, 2025 – December 31, 2025
Awards will be issued as an addendum to the 2025 state/county contract. Funding is effective for calendar year 2025 and tied to the contract addendum process. There is no renewal.
Total funding available
Total funding is dependent on Driver Improvement Surcharge revenues collected in 2025. The exact total is unknown until final collections are reconciled.

Award statementAwards will be made as addenda to the 2025 state/county contract. Funding will be distributed based on each applicant’s documented deficit and demonstrated need. If requests exceed available funds, awards will be prorated to reflect available Driver Improvement Surcharge revenues.
Scoring rubricApplications are read, reviewed, and scored by an evaluation team using the 70-point scale listed here. For sections with a higher point value, more detail in the response may be needed.

Narrative responseDescribe how the IDP supplemental funding will be used, barriers to completing treatment for the population served, and the anticipated impact IDP supplemental funding will have in addressing these barriers in no more than 2 pages beginning on the last page of the Intoxicated Driver Program Supplemental Funding Application, F-20891.
