NOTICE TO BIDDERS
Sealed Bids will be received by the Ohio Turnpike and Infrastructure Commission
(“Commission”) from Bidders subscribing to Bid Express (https://www.bidexpress.com) and
selecting the following Project for Bidding:

BRIDGE DECK REPLACEMENT AND REHABILITATION
YORKTOWN ROAD (CR 260) OVER THE OHIO TURNPIKE M.P. 100.2
VICKERY ROAD (CR 268) OVER THE OHIO TURNPIKE M.P. 101.3
SANDUSKY COUNTY, OHIO
Bids are to be submitted in accordance with the Contract Documents prepared by the Commission.
Prevailing Wage Rates and Equal Employment Opportunity requirements apply to this
Project.
The Small Business Enterprise (SBE) Goal applicable to this Project is 10%.
Failure to certify a commitment to meet the SBE Goal or failure to satisfactorily demonstrate Good
Faith Efforts used to attain SBE participation for this project shall be grounds for the Commission
to consider the Bid nonresponsive and may cause the Bid to be rejected.
Pollution Liability Insurance is required under GC Art. 11.1.3 for this Project.
Bids will be received for this Project, which includes the following:
Performing significant rehabilitation work on the bridges and replacing the existing bridge decks.
Rehabilitation work at the bridges includes composite fiber wrap of pier columns and converting
the existing piers to wall type piers, replacement of the expansion joints and bearings;
miscellaneous patching of the substructure, sealing of construction joints; performing concrete
weatherproofing and sealing; maintenance of traffic; and all other items incidental to the
completion of the Work. All Work is to be performed as per the Plans, Drawings, Specifications,
Special Provisions, Technical Specifications, and other Contract Documents for this Project.
Bids will be accepted until January 8, 2026, at 2:00 P.M. (Eastern Time), when all Bids will be
accessed, opened and read aloud. Bidders should submit all questions no later than seven (7) days
prior to Bid Opening.
Contract Documents are available by registering for a free vendor account and logging into Bid
Express® (https://www.bidexpress.com). However, Bidders must obtain a paid subscription to Bid
Express and select the Project for Bidding to submit a Bid.
The Contract Documents may be reviewed for bidding purposes without charge by registering and
logging into Bid Express®.
A Contract will be awarded, if any award be made, to the Bidder determined to have submitted the
lowest responsive and responsible Bid for the performance of the Work. The Commission reserves
the right to reject any and all Bids and to waive minor irregularities or technical deficiencies.
