Summary

Beaufort County, South Carolina would like to invite you to submit a bid for Bailey Memorial Park Project . Bids are to be submitted through the Procurement Portal at https://procurement.opengov.com/portal/bcgov , no later than 3:00 pm on Thursday, August 6, 2026 .

Beaufort County is soliciting sealed bids from qualified, licensed, and properly insured contractors for the construction and development of Bailey Memorial Park, a passive recreation park located in the Alljoy Community of Bluffton, South Carolina.

The intent of this Invitation for Bid (IFB) is to obtain competitive pricing from experienced contractors capable of completing site development, parking improvements, trails, boardwalk construction, fencing, signage, and associated park infrastructure in accordance with the approved conceptual master plan and civil construction documents.

Bailey Memorial Park will serve residents and visitors of Beaufort County while preserving the property's natural resources and passive recreational character.



Background

Bailey Memorial Park is located within the Alljoy Community off Confederate Avenue in Bluffton, South Carolina.

As part of the property's acquisition, restrictive covenants were established requiring the site to remain a passive park. The property was acquired with community support and donor funding that enabled the completion of the conceptual master plan and civil engineering documents.

Due to the significance of the donation and public interest in the project, Bailey Memorial Park has been designated as a Tier 2 Priority Project within Beaufort County's Passive Parks Program.

The conceptual master plan and civil plans have been completed, and the project is prepared to advance into permitting and construction upon the availability of funding.
