This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.
This solicitation is 100% set-aside for Small Business. The associated NAICS code is 531320 and the Small Business Size Standard is $9.5M.
The USDA Rural Development requires the services of a qualified firm to provide nationwide recapture appraisal services, other valuation services, and written reports for estimates of opinions of market value and/or liquidation values for single-family homes and vacant lots in rural areas. The function of the appraisal reports will be to determine and report to the USDA the value of single-family properties based on one of three value types and definition to be communicated in each individual assignment engagement: (Market Value, Disposition Value, or Liquidation Value).
The Government intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The resulting IDIQ contract will include a 5-year ordering period with a 6-month option to extend services. Services are to be performed on a nationwide basis.
