Project Description: Lamar Township (LT) will receive sealed bids for the SR 477 Interchange Lighting Replacement Project located in Lamar Township, Clinton County, PA. LT will receive bids through PennBid at the offices of R K Webster Engineering 2445 Quaker Hill Rd Cogan Station, PA 17728, until 1:00 P.M., Local Prevailing Time, Thursday, July 16, 2026 at which time the bids will be publicly opened and read aloud.
The project shall include, but is not limited to replacing 68 cobra head luminaires with equivalent LED luminaires. The scope also includes required traffic control and all necessary incidental work, appurtenances and site restoration for said construction as set forth in the Project Manual.
All work and material must be in accordance with current Pennsylvania Department of Transportation (PennDOT) Publications 408 and related PennDOT standards and publications. Bidders do not need to be PennDOT pre-qualified.
The Project Manual may be viewed and downloaded from PennBid (www.pennbid.net). Paper copies of the Project Manual may be purchased through the PennBid website. Bids will only be accepted from bidders who are bidding online through PennBid.
A certified check or bank draft payable to the order of Lamar Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
Construction Performance and Payment Bonds are required in the amount of one-hundred (100) percent of the Contract as awarded.
Bidders are hereby notified that state Prevailing Wage Rates must be paid in accordance with Pennsylvania (PA) law.
Each Bidder (and Bidder’s subcontractor[s]) must ensure that employees, and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
Bids may be held by the LT for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. They also reserve the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. LT is an Equal Opportunity Employer.
