PUBLIC NOTICE
SPECIAL PROCUREMENT
Notice is hereby given that the City of Albany Fire Department (AFD) intends to enter into a contract with
ESO Solutions, Inc., a provider of software solutions for fire and EMS agencies, under an exemption from
competitive bidding and special procurement procedures. A written request for approval and award of the
proposed special procurement was presented to the local Contract Review Board at the Wednesday, January 28,
2026, 6:00 p.m., City Council meeting. The procurement was approved by Resolution No. 7482.
Written findings indicate that ESO has been providing records management software to AFD since 2012,
including electronic patient care records, fire incident response reporting, and a third-party staffing integration
that allows the Department’s staffing program to interface with the records management system. The proposed
contract maintains the existing scope of work and adds an inventory module to track controlled substances in
compliance with FDA requirements, as well as medical supply inventory. The contract also adds an iOS module
that enables use of the records management system on iOS devices through an application-based platform with
offline functionality. This exemption is necessary to secure software solutions required to maintain continuity of
services, meet current operational needs, comply with regulatory requirements, and modernize contract terms.
By adopting this special procurement, the City will maintain continuity of software services and operational
efficiency. This procurement will not encourage favoritism nor substantially diminish competition. ESO is the
current provider of compatible software services, and no other local vendor can provide the same integrated
solution. The procurement is reasonably expected to result in substantial cost savings and represents the most
effective way to meet the City’s needs while safeguarding service quality and public funds.
The purpose of this notice is to inform the public and provide an opportunity for interested persons to submit
written comments within seven calendar days of the date of this notice. Written protests shall provide a detailed
statement of the legal and factual grounds for the protest, a description of the harm to the Affected Person, and
the relief requested.
Protests must be submitted to Diane Murzynski, Contracts & Procurement Officer, in the Finance Department
of the City of Albany, no later than 5:00 p.m. on February 5, 2026. Late protests will not be considered.

This notice is given in accordance with Albany Municipal Code, Section 2.66.060(11), Oregon Revised Statutes
(ORS), 279B.085, and Oregon Administrative Rules (OAR), 137-047-0285.
