Our instructional vision is that every student across the state of Delaware leaves school ready for success in college, career, and life. In early literacy, all students will read at grade level by the end of third grade, providing the foundation to become strong readers, writers, thinkers, and speakers.
Every child reading on grade level by the end of Grade 3 and proficient on the Statewide Summative Assessment, supported by skillful teachers through intentional professional learning, school leaders with strong instructional leadership, team-based staffing models, and coaches guiding instruction with data and feedback.
For Delaware’s literacy vision to be achieved, the state, school system, and school leaders must prioritize the following actions.
1. Ensure access to meaningful, grade-level instruction: All students receive on-grade-level instruction and aligned interventions to ensure a coherent educational experience across all tiers.
2. Participate in ongoing, high-quality professional learning: Educators and leaders participate in ongoing, high-quality professional learning aligned with evidence-based reading instruction through collaborative planning, instructional walkthroughs, and student-centered coaching.
3. Create enabling conditions for early literacy: District and school leaders establish the conditions and structures to support the ongoing implementation of high-quality instructional materials.
Bridge to Practice and Success for Students: Early Literacy Projects are intended to support the implementation of the science of reading legislation

● Projects will be evaluated via a rubric for approval to ensure alignment with the intended outcomes of legislation (adoption and skillful implementation of high-quality early literacy instructional materials aligned to the science of reading)
