APEX Accelerators are an official government contracting resource for small businesses. Find your local APEX Accelerator (opens in new window) for free government expertise related to contract opportunities.
APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Government requires a state certified laboratory to analyze the Holloman AFB drinking water samples required by the State of New Mexico and the Environmental Protection Agency (EPA). The contractor shall provide sampling analysis services required for the Holloman AFB Drinking Water Program. This analysis will be conducted as indicated on the Sampling Plan to include monthly, weekly, quarterly, annually, and other requirements, as well as, non-routine sampling or other required sampling requested by the Environmental Protection Agency (EPA) or the State of New Mexico. Analysis will also include repeat samples due to positive sample results. The offeror shall provide results to the 49 Operational Medical Readiness Squadron Bio-environmental Engineering Flight (49 OMRS/SGXB) and to the New Mexico Environmental Department. Performance shall be according to the requirements contained in this Statement of Work (SOW) in accordance with the professional standards of the EPA. Offerer is required to provide to 49 OMRS/SGXB all sampling containers, coolers, chains of custody, and labels, as well as applicable shipping and sampling instructions.
Ensuring that EPA guidelines are not affected by transportation times and limitations (i.e. holding temperatures and time between sample collected and analyzed). If this need is not fulfilled, the base will receive a notice of violation (NOV) from the New Mexico Environmental Department (NMED).
This is not military unique requirement but is a state requirement.
