DCY-C-2627-0106 2026 Market Rate Survey

The purpose of this RFQ is to solicit proposals for the administration of the 2026 Child Care Market Rate Survey and narrow cost analysis on behalf of DCY. DCY intends to award one Contract to a qualified Offeror to collect current child care rate information from child care providers statewide, conduct the required narrow cost analysis, analyze findings, and submit a comprehensive report in a format prescribed by DCY. The Work must support DCY’s compliance with 45 CFR § 98.45 and Ohio Revised Code 5104.30(E)(1), which require the establishment of publicly funded child care payment rates based on a recent market rate survey and narrow cost analysis.

The Child Care and Development Fund program provides financial assistance to eligible families to support access to child care services. DCY is responsible for administering Ohio’s publicly funded child care program and establishing provider payment rates in accordance with federal and state law. The 2026 Market Rate Survey and narrow cost analysis will inform DCY’s rate-setting process and ensure continued compliance with applicable regulatory requirements.
