MicroFocus Business Support Renewal

CUNY - Computer and Information Services (CIS) requested the renewal of Micro Focus Business Support (Period of Service: 08/05/2025 – 08/04/2026), as CUNY relies on Application Lifecycle Management (ALM) and LoadRunner Enterprise (LRE) as its primary User Acceptance Testing (UAT) and performance tools, provided by Micro Focus. These tools are essential for ensuring the efficiency and effectiveness of our software development and testing processes.

Procurement issued an RFQ, # COSPR 203808616, riding GSA Contract # 47QSWA18D008F on 08/14/2025 with a due date for submission of quotes on 08/19/2025 to a total of 39 vendors, including 4 MWBE Firms. By the due date a total of 4 vendors submitted quotes.

CUNY received 4 responsive bids and 8 no-bid responses. After reviewing the responsive offers, CUNY confirmed Communication Professionals Inc submitted the best bid, in the amount of $135,942.98.

As of today, two months and 16 days have passed since the expiration of FY25 renewal (08/04/2025). It will be on the best interest of the State and CUNY to award a PO to Communication Professionals, as:

1) CUNY completed a competitive solicitation and reviewed the received bids, confirming Communication Professionals presented the best offer.

2) Communication Professionals' offered prices are below GSA approved prices for the requested products

3) All the non-awarded vendors were subsequently informed of the award results, by email sent on September 9, 2025. As of today, no protests have been received. The ten-business day protest period concluded on September 23, 2025.

4) This renewal is critical for CUNY to keep access to our ALM, LRE and UAT performance tools.

OSC approved the exemption request on 10/10/2025 (CRER ID: CNY01-0000533-3330221) and requested to publish a notice of the award of this proposed
contract in the New York State Contract Reporter.
