Please confirm whether this RFQ is limited to GSA Federal Supply Schedule holders only, and whether offerors without a current GSA Schedule may participate through a teaming or subcontracting arrangement.
This requirement is for GSA holders, partnering / subcontracting with a GSA holder is encouraged.
