REQUEST FOR PROPOSALS (RFP)
Municipal Lease-Purchase Financing for EMS Rescue/Ambulance Vehicle
1. Introduction and Purpose
The town of Warren, R.I., is soliciting proposals from qualified municipal leasing providers to
provide tax-exempt municipal lease-purchase financing for the acquisition of a remount
EMS rescue vehicle.
The total acquisition cost of the vehicle is $360,512.00. The purpose of this RFP is to select a
leasing partner capable of offering flexible, competitive, and compliant financing options that
meet the needs of Warren’s emergency services.
2. Scope of Financing
The selected vendor will be expected to provide the following:
• Tax-exempt municipal lease-purchase financing
• Fixed interest rate for the full term of the agreement
• Five (5) year financing term
• Lease structure compliant with all applicable federal and state tax-exempt financing
regulations.
• Prepayment Options (clearly state if applicable)
3. Vendor Qualifications
Proposers must demonstrate:
• Proven experience in municipal leasing, specifically with public safety or emergency
service equipment
• Ability to provide tax-exempt financing to municipalities or similar public entities.
• Financial stability and capacity to fund the proposed transaction.
4. Proposal Requirements
Each proposal must include, to a minimum, the following information:
1. Company Information
o Legal name of firm
o Address, phone number, and primary contact person.
2. Experience and Background
o Description of experience in municipal lease-purchase financing
o Experience financing emergency vehicles or similar equipment.
o
3. References
o A minimum of three (3) municipal client references, including:
▪ Municipality name
▪ Contact person.
▪ Phone number and/or email.
▪ Description of services provided.
4. Financing Terms
o Proposed fixed interest rate.
o Amortization schedule for the five-year term
o Payment frequency options (annual, semi-annual, etc.)
5. Fees and Costs
o Disclosure of all fees, including but not limited to:
▪ Origination fees
▪ Documentation or closing fees.
▪ Administrative or service fees
6. Legal and Regulatory Disclosure
o Disclosure of any legal, regulatory, or enforcement actions involving the firm
within the past five (5) years, or a statement affirming none exists.
5. Evaluation Criteria
Proposals will be evaluated based on, but not limited to, the following criteria:
• Competitiveness of interest rate and overall cost
• Experience and qualifications in municipal leasing.
• Quality and relevance of references
• Transparency of fees and terms
• Compliance with RFP requirements
The Town of Warren reserves the right to reject any or all proposals, waive informalities, and
accept the proposal deemed to be in the best interest of the agency.
6. Submission Instructions
To be considered, three copies of a proposal must be received by the Town Clerk's Office, Town
Hall, at 514 Main Street, Warren, RI 02885, by 11:00 A.M. on January 22, 2026. The Town of
Warren reserves the right to reject any or all proposals submitted. Sealed proposals will be
opened at 11:00 AM on January 22,2026.
All proposals must be submitted in a sealed envelope plainly marked on the exterior of the
envelope, with the name and address of the bidden, date and time of opening and Municipal
Leasing Program.
Late proposals may not be considered.
