Description

The Structures and Materials Laboratory (SML), located at the Federal Aviation Administration (FAA) William J. Hughes Technical Center for Advanced Aerospace, was officially opened in December 2016 as a new home for advanced material and structural test capabilities. The intent for the lab, once fully operational, is to house multiple uniaxial test frames and space to conduct full-scale aircraft structural component tests simultaneously on an integrated system. This will allow the FAA Technical Center to execute research programs in support of FAA Aviation Safety (AVS) with their core mission functions of aircraft certification, continued airworthiness, rulemaking, policy and guidance development and training.



The attached FAA Technical Statement of Work (SOW) and Appendices will provide for a fully functioning structural test capability to test full-scale wings at the William J. Hughes Technical Center for Advanced Aerospace in Atlantic City, New Jersey.



The FAA will not pay for any information received or costs incurred for preparing responses to this announcement. Therefore, any costs associated with a response to the Request for Quotation (RFQ) are solely at the interested vendor’s expense.



This competitive procurement will be set aside for small businesses, utilizing Lowest Price Technically Acceptable (LPTA) procedures. The NAICS code for this requirement is 332710 (Machine Shops) with a size standard of 500 Employees.



It is anticipated that a Firm Fixed-Price Purchase Order will be made to the offeror with the lowest-price, technically acceptable quotation. In order for the offer to be technically acceptable, offerors must be compliant with the requirement details/meet the minimum requirements detailed in the attached FAA Technical Statement of Work and Appendices, and be determined to be a responsible source via the System for Award Management (SAM).



All potential vendors must be registered in SAM (www.SAM.gov) for consideration of this award and proof of small business size. Please provide the Unique Entity ID (generated by SAM.gov) & Federal TAX ID number associated with your SAM registration. This information will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.



OFFERS ARE DUE NO LATER THAN 5:00 P.M. ON MONDAY, JULY 21, 2025. OFFERS RECEIVED AFTER THAT DATE WILL NOT BE CONSIDERED. All submittals must be directed to the Contracting Officer, Nicole Saiauskie at (Nicole.Saiauskie@faa.gov). Please include shipping charges in your quotation. Shipping charges must be a Not-to-Exceed (NTE) amount and included as a separate line item in the total proposed price as a NTE amount. A bill of lading/receipt will be required to be submitted with invoices. Only actual shipping charges will be reimbursed up to the NTE amount. Vendor will not be reimbursed for travel as a separate line item. All travel costs must be included in the vendor's total proposed price as a firm fixed price.
