The NAVSUP Fleet Logistics Center (FLC) Yokosuka Site Sasebo intends to issue a competitive solicitation for the Selected Restricted Availability (SRA) 6C1 of the USS RUSHMORE (LSD-47) to Master Ship Repair Agreement (MSRA) and Agreement for Boat Repair (ABR) holders located in Japan. The intention is to award this availability as a single contract. The USS RUSHMORE (LSD-47) 6C1 is tentatively scheduled for 14 SEP 2026 – 17 MAY 2027. This availability performance location is at Fleet Activities Sasebo.

To be eligible for any future contract awards, the offeror must possess a current Master Ship Repair Agreement (MSRA) in Japan, be certified by NAVSUP Fleet Logistics Center (FLC) and have an active registration in the System for Awards Management (SAM.gov). Firms with inactive registrations will not be considered for award. Ship repair firms that do not possess a MSRA or ABR OR are not actively working to obtain one are ineligible for response to this Sources Sought Notice.
Please see the attached Work Item Index which includes some, but not all requirements identified at this time. Detailed specifications for some, but not all work items are included for review, as well as an annotated drawings of major tank work.
Responses should be five (5) pages or less. The Government will only accept electronic submission of interest and capability.

Interested companies should respond to this notice by submitting, via email o the Contracting Officer (jared.r.ayers.civ@us.navy.mil) and Contracting Office shared email address (C241FLCYSiteSasebo@us.navy.mil) with the subject line "Sources Sought - USS RUSHMORE (LSD-47) Ship Repair and Maintenance" no later 16 September 2025 1000 Japan Standard Time (JST).

b. Capability Statement; Demonstrating their ability to perform the services described above.
c. Clearly indicate whether your company intends to submit a proposal. If no, please explain why so the Government may evaluate mitigation factors for increasing competition.
