The City of Vista is soliciting written proposals for Financial Statement Auditing Services and Agreed-Upon Procedures . The City will enter into a five year (three years with two optional years) Agreement with one (1) public accounting firm. Services provided under the Agreement shall not exceed $460,000 over the term of the Agreement. The selected Public Accounting firm will perform financial statement audits of the City of Vista and Buena Sanitation District’s Annual Comprehensive Financial Reports (ACFR) in accordance with Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (Yellow Book). Additionally, the Public Accounting firm will prepare the Schedule of Expenditures of Federal Awards (SEFA), conduct a Single Audit, and perform agreed-upon procedures as outlined in the “Scope of Work” section. - A detailed scope of work and fee will be outlined for each task and assigned to the selected Public Accounting firm.
Public Accounting firms may submit proposals as a single public accounting firm with in-house capabilities or as a primary Public Accounting firm with sub-consultants to provide the RFP services. For specialized work for which the prime Public Accounting firm will require a sub-consultant, the prime Public Accounting firm will serve as an administrative liaison between the City and the sub-consultant. The prime Public Accounting firm mark-up for sub-consultants shall not exceed five percent (5%). The City reserves the right to request proposals from other firms throughout the Agreement term for special projects requiring unique qualifications.
City of Vista: A vibrant municipality located in northern San Diego County, Vista oversees an annual operating budget of approximately $200 million and receives both federal and state funding.
Buena Sanitation District: Provides wastewater services to Vista and portions of unincorporated San Diego County.
Vista Joint Powers Financing Authority: Facilitates the issuance of debt for the City.
Measure L: A voter-approved initiative that guides funding and spending on specific projects.
Housing Successor: Ensures compliance with California Redevelopment Agency dissolution laws, particularly regarding housing assets and obligations.
