Military Food Service Contracting at Training Center (TRACEN) Cape May, NJ
This is not a solicitation announcement. This is a Sources Sought Synopsis only pursuant to FAR Part 10, Market Research. It does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB), nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought synopsis is to gain knowledge of commercially available products/services that may be of interest to the United States Coast Guard (USCG) as described in the attached Statement of Work (SOW). Responses will assist the Government in determining the appropriate acquisition strategy, including whether a set-aside is appropriate.
This procurement is subject to the Randolph-Sheppard Act (RS-Act), 20 U.S.C. §107, Operation of Vending Facilities and 34 CFR §395.33, Operation of Cafeterias by Blind Vendors, which establishes a priority for blind persons recognized and represented by the State Licensing Agency (SLA). This notice is not designed to discourage competition, rather, it notifies all potential Offerors that the priority established by the RS-Act for proposals received from SLAs and their blind vendors is applicable to this procurement.
Requirement: USCG LOG-95/TRACEN Cape May, has a requirement for military food services for the TRACEN Cape May Dining Facility in Cape May, NJ. This requirement is for all food, personnel, management, supervision, materials, supplies, transportation and other items or services (except as stated herein) necessary to provide full food service, in accordance with all terms and conditions in the contract. This requirement for Full Food Services has an anticipated starting date of April 1, 2026, for a base year with four 12-month option periods, for a total contract duration not to exceed 60 months.
Contractor tasks shall include but are not limited to, the following: Dining Facility Management; cooking; food preparation, stocking, serving, and replenishing; cleaning facilities, equipment, and utensils; preparing vegetables and fruits for the salad bar; bussing tables in specified dining areas; performing cashier services as needed; maintaining quality control; and ensuring minor operator maintenance food service equipment manner.
Anticipated NAICS Code/Size Standard: The applicable NAICS Code is 722310, Food Service Contractors Size Standard $47.0, Size Standard.
