Project No. 526-22-105 Replace Chiller #2 at the James J. Peters VA Medical Center, Bronx, New York.
CONSTRUCTION SERVICES
GENERAL SCOPE/Statement of Work.
The Contractor must furnish all labor, materials, tools and supervision to complete the following:
Replace Chiller #2 Scope of Work
Statement of Work:
This is a construction contract for the James J. Peters Veterans Affairs Medical Center, 130 West Kingsbridge Road, Bronx, New York 10468 to furnish all supervision, labor, equipment, and material necessary to replace Trane Chiller #2 located in Building 101, First Floor in accordance with all NFPA, federal and local chiller requirements. Included with the scope of work are the specifications.
All work shall be completed in accordance with all published applicable local/state/federal/national codes, ordinances, and regulations, along with all related VA directives, design guides and manuals, specifications, and standards plus all VA requirements (federal or local) that are project specific to the documented scope of work on this site.
Contractor is required to visit site and meet with Contracting Officer s Representative (COR) prior to bidding.
Project Tasks:
The Chiller #2 replacement shall have all finishes, fixtures, furnishings, and controls as shown in the scope of work below. The replacement shall be new and final approved shall be at the determination of the James J. Peters VA Medical Center, Engineering Services, the contractor shall perform the following tasks:
The contractor shall supply necessary material and labor to replace One Trane Chiller CVHF 128
and will supply One York YZMA 1200 Ton VSD Magnetic bearing chiller with R1233ZD low
pressure refrigerant. Contractor is encouraged to communicate with below York manufacturer:

Scope of Work
Recover and dispose of R123 refrigerant according to EPA regulations from Trane cylinders on site.

Transfer to our recovery tanks. Existing tanks shall be left on site for customer removal.

Cut and cap all condenser & chilled water piping. Remove and relocate existing high pressure
steam line and condensate line for Broad chiller. New high pressure will be x rayed.

Disassemble chiller for rigging purposes from chiller Mechanical room.

Add or modify concrete housekeeping pads for new chiller footprint and electrical disconnect.

New pads will be pinned to floor with 4000 psi concrete. Paint housekeeping pad safety yellow.

Assemble new chiller in location of the old Trane chiller.

VSD will be factory mounted on chiller.

Reconnect all Condenser and chilled water piping with new isolation valves, and Bray series 31
control valves. Flexible isolation connector and strainers will be provided. New pressure gages, piping
and thermometers shall also be provided. All piping work shall be hydrostatically tested.
Run new refrigerant relief piping and new refrigerant monitor
Insulate chiller evaporator and chilled water heads along with chilled water lines with
markings.

Leak check chiller after field assembly

Pull vacuum and charge chiller with factory supplied refrigerant

Start and test chiller
Electrical Work
contractor will hire electrical subcontractor they will -LOTO all power
Disconnect existing 4160K power from Trane starter. Cut and safe off 4160 wiring back to first
pull box located in back room behind chiller plant. Remove all old components.

Reconnect power to new VSD for chiller using the existing disconnect that was installed by
others following VA specifications provided.

Contractor shall hire controls contractor ITC as requested by facility.
New Opti view control panel will be furnished with gateway controller for communication.

. Wiring
. Provide Labor and Material to install control conduit and wiring for the following.
. Chiller Isolation Valves
. Disconnect and safe off existing power feeds for bray valves.
. Install conduit and wire to connect chiller isolation valves to new chiller control relays.
. Chiller Pump Interlock wiring
. Disconnect and safe off existing chiller interlock wiring with the existing MCC located on the
5kV room
. Install conduit and wire from new chiller to MCC and terminate all auto leg and status wiring.
. Fuel oil controls on 3 existing generators.
. Communication Wiring
. Provide MSTP bus in conduit to the communication card on the new chiller 2 back to the
local supervisory controller

. Start-up/Commissioning/Balancing
. Provide labor to assist with the Start-Up of the new chiller.
. Including testing operation under automatic control / chiller optimization programming
. Provide support labor for hydronic balancing on chilled and condenser water systems.
. Programming
. Provide labor for the Chiller optimization programming.
. Modify all setpoints to meet requirements of the new chiller.
. Water flow on Condenser and Chilled water systems
. Temperature setpoints for condenser water system
. Pumping and tower sequences
. Chiller sequencing for optimization program
. Discover and Map all relevant points from the BacNet Gateway to the front end
. Provide graphics for the new chiller on overview and individual equipment screens.
Quality Control/Assurance:
Follow manufacturer s instructions for inspecting and installing new equipment and fixtures.
Provide submittal log of all material and applicable equipment, procedures, and certifications to the COR for approval, prior to starting construction.
Any drawings provided may not be up to date and must be field verified by contractor for accuracy.
Provide updated MS project schedule upon request by Engineering Services withing 2 working days.
Maintenance:
Provide a critical spare parts list with pricing and warranty information for all installed fixtures.
Coordination Plan:
If any utilities need to be shut off for demolition or installation, a coordination plan shall be provided to the COR for approval, at least 72 hours prior to work being performed.

Cleanup and Disposal:
Disposal of Trash and Hazardous Waste:
The contractor shall be responsible for the cleanup and removal of all trash and debris from VA property after the Government s final acceptance of work.
The contractor shall comply with local/state/federal/national, OSHA, EPA, and all other applicable codes, ordinances, and regulations governing the proper handling, disposal, and removal of all waste and debris.
Deliverables
Project deliverables include the following:
MS project schedule within 45 days of NTP. Include procurement of materials and critical path activities.
Testing and Acceptance
All equipment shall be tested prior to the Government s final acceptance. All testing reports and specification documents must be provided to the Contracting Officer Representative, if applicable.
Cost Liability:
The James J. Peters VA Medical Center does not assume responsibility and does not bear any liability for cost incurred by a bidder in the preparation and submittal of a bid proposal in response to this request for proposals.
The contractor shall be responsible for the actions of all individuals provided to work for the VA under this contract. If damages arise for work performed by contractor provided personnel, the contractor shall be responsible for all resources necessary to remedy the incident.
The Contractor shall be responsible for ensuring all provided personnel are properly licensed to operate a motor vehicle if operating a motor vehicle on VA property is required.
Protection of Work and Property
The contractor shall continuously maintain adequate protection of all his work from damage and shall protect the James J. Peters VA Medical Center property from injury or loss arising out of this contract. The contractor shall make good any such damages, injury, or loss, except such as may be directly caused by agents or employees of the James J. Peters VA Medical Center.
The contractor will erect barricades and railings, give warnings, display lights, screens or signs and exercise precautions as may be reasonably necessary to prevent injury or damage.
Additional Work
Should additional work be required, which is beyond the scope of this request for proposal but is related to the overall contract, the vendor will be requested to submit a written proposal and upon approval, a purchase order will be issued to authorize the work.
Performance Schedule
All work shall be performed Monday through Friday (except Federal Holidays), 8:00 AM Eastern to 4:30 PM Eastern unless authorized by Engineering Services.

Period of Performance
Work to begin within 14 calendar days of NTP and to be completed within 160 calendar days from NTP. Contractor to provide critical equipment submittals within 7 days of Award/NTP, to ensure targeted completion of chiller installation prior to May 2025. This completion time includes necessary punch list, and commissioning so that the chiller can be fully operational and support the cooling needs of the Medical Center. If contractor cannot meet the proposed project duration, then provide the earliest completion date working normal working hours as outlined in paragraph 9. Performance Schedule.

Estimated Completion Time: 160 Calendar Days from receipt of NTP.
Award will depend on availability of funds at time of award.
This procurement is a 100% set-aside for a Service-Disabled Veteran-Owned Small Business (SDVOSB). Prospective contractors must be registered with the SBA Veterans Small Business Certification (Vet Cert) at Veteran Small Business Certification (sba.gov) prior to submitting a bid: Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/
Bids will only be accepted from SDVOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 238220, with a Size Standard of $19.0 Million. The NAICS Code selected has been approved as the most appropriate for the project related tasks and SOW. This NAICS Code will not be subject for discussion or change. The cost range for this project is between $1,000,000 and $2,000,000.
A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around November 25, 2024. The bid submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the Sam website at https://www.sam.gov Amendments to this solicitation will be posted on the Sam.gov website as well.
Bidders are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of bid opening.
