Project Description: Hillsborough County intends to recommend the award of a five (5) year sole source procurement to Adsystech, Inc., for the renewal of existing proprietary, Adsystech Case & Eligibility System (ACES) software, support, associated program development, and consulting for the Health Care Services Department at a total cost of $4,775,364.43. ACES is proprietary software owned and developed solely by Adsystech, Inc. The County’s custom ACES software program has been in use for over 10 years and relies on Adsystech’s codebase, data model, application programming interface, deployment tooling, and secured sequence of software updates that no other third-party vendors are authorized to modify the ACES software code, deliver patches, or extend software modules. This software system facilitates the enrollment of the Hillsborough County Health Care Plan applicants, verification of eligibility, document captures and storage of data, issuance and management of healthcare cards (including new, renewal, and replacement), and tracking card status and validity. This procurement is being made in accordance with Section 3-208(1)(f) of the County’s Procurement Policy as it is the renewal of existing software licenses and associated proprietary maintenance and support services from the sole provider of the software, Adsystech, Inc. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who believe that they can provide goods and/or services that are substantially and materially the same as those identified in the attached vendor quote, must submit clear and convincing information to support a challenge to the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source Project and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
