PUBLIC NOTICE is hereby given that the following Ordinance was submitted in writing, introduced, read by title and passed on first reading at a meeting of the Township Committee of the Township of Millburn, in the County of Essex on Tuesday, June 2, 2026. The ordinance will be considered for final passage and adoption at the public hearing held at a Township Committee meeting beginning at 7:00 p.m. on Tuesday, July 14, 2026 at the Millburn Education Center, 434 Millburn Avenue, Millburn, New Jersey when and where or at such time and place to which said meeting may be adjourned, all persons interested will be given an opportunity to be heard concerning said ordinance. The Millburn Education Center will open for this meeting beginning at 6:45PM and details on the meeting and agenda may be located at town hall, on our website

ORDINANCE NO. 2754-26
ORDINANCE DESIGNATING THE "MT. ZION AME CHURCH" (54 CHURCH STREET) AS A HISTORIC LANDMARK PURSUANT TO THE HISTORIC PRESERVATION ORDINANCE OF THE TOWNSHIP OF MILLBURN
WHEREAS, the Township Committee and Historic Preservation Commission received a letter from Pastor Eyesha Marable of Mt. Zion AME Church to self-designate the church and rector property at 54 Church Street, Millburn, NJ as a historic landmark pursuant to the Historic Preservation Ordinance, Millburn Code Section 804.2 et seq.;

WHEREAS, Section 804.2 states that “The Commission or any person may recommend designation of historic landmarks for historic districts that are in accordance with the National Register Criteria or that possess one or more of the following attributes:”; and
WHERAS, Mt. Zion AME Church satisfies several of the attributes provided in section 804.2 “Criteria for Designation”, including but not limited to “character, interest, or value of the development, heritage or cultural characteristics of the Township, State or Nation” and “Association with the lives of persons significant in our past”; and
WHEREAS, the Township Committee referred the designation ordinance and any relevant documentation to the Planning Board for a report and recommendation in accordance with the requirements of the Historic Preservation Ordinance and Historic Element of the Master Plan; and
WHEREAS, the Planning Board will consider the recommendation of the Millburn Township Committee to designate the landmark at Block 1103, Lot 7 at their next available meeting; and
NOW THEREFORE BE IT ORDAINED by the Township Committee of the Township of Millburn, in the County of Essex, as follows:
SECTION 1 The following property be and is hereby designated as a historic landmark in accordance with Millburn Code Section 804.3 et seq., and the official Township Zoning Map is hereby amended to reflect said historic designation:
54 Church Street ("Mt. Zion AME Church") Block 1103, Lot 7
SECTION 2 This Ordinance shall take effect upon final adoption and publication in accordance with law.
