Project Description: Hillsborough County intends to recommend the award of a sole source procurement to Intergraph Corporation d/b/a Hexagon Asset Lifecycle Intelligence (Hexagon) for ongoing and as-needed use of the existing software licensing, consulting services, and on-premises support for the renewal of the County’s Enterprise Asset Management (EAM) system, HxGN EAM software, for a period beginning January 9, 2026, through December 31, 2030, at an estimated cost of $1,090,875.93. Hexagon is the original developer, licensor, and sole authorized provider in the contiguous United States of the HxGN EAM software, including both cloud-based (Software as a Service) and on-premises deployments. Hexagon possesses exclusive, system-level knowledge of the County’s customized configuration, data structure, integrations, and operational workflows, as well as full and unrestricted access to the proprietary source code and system architecture. This unique access and expertise are essential for delivering critical services such as software updates, security patches, bug fixes, version upgrades, and manufacturer-certified technical support. Hexagon will provide additional support and enhancement consulting services, not part of the original agreement and award. These consulting services are intended to support ongoing advisory and project management needs related to the interpretation, implementation, and use of the HxGN EAM software platform. No other vendor is authorized or technically capable of providing these services without jeopardizing system integrity, security, warranty compliance, or continuity of operations. Hexagon has established a foundational role through ongoing system support, enhancements, and staff training, ensuring uninterrupted operation of this mission-critical software system. This procurement is being made in accordance with Section 3-205(2)(f) and 3-208(1)(f) of the County’s Procurement Policy as Hexagon, is the only known authorized supplier able to offer the renewal of the HxGN EAM software and support services that the requesting department requires to continue its daily operations. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who are able and interested in providing the identified propriety services must submit clear and convincing information to support a challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
