Project Description: Hillsborough County intends to recommend the award of a sole source procurement to FKQ Marketing, Inc., for ongoing anti-human trafficking media campaign and related services from the effective date of the blanket purchase agreement through September 30, 2026, at an estimated cost of $200,000.00. The Hillsborough County Commission on Human Trafficking requires the continuation of an effective media campaign to increase awareness of how human trafficking occurs, who is at risk, and disperse information regarding victim assistance. This media campaign will also serve to rally the community around stopping this type of activity, how to recognize the signs, and report suspected activity. By empowering individuals with knowledge and actionable steps, the campaign will unite the community and strengthen public safety. This procurement is being made in accordance with Sections 3-205(2)(g) and 3-208(1)(o) of the County’s Procurement Policy as FKQ Marketing, Inc., has previous specialized expertise within Hillsborough County of previously providing advertising and marketing campaigns to highlight the issue and inform the public of human trafficking through the current “Don’t Buy It Tampa Bay campaign”. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly.
Contractors who are able and interested in providing the identified services must submit clear and convincing information to support their Human Trafficking media campaign experience and to challenge to the intended award. Challenges to this procurement must be received no later than the specified Close Date of this Sole Source notice and must be submitted using the “submission” section in EUNA Procurement, formally known as Bonfire, for this particular procurement. Absent any challenges, an award will likely be made after the Close Date. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.
