Description:

Approximately 1.25 miles of asphalt shared use trail construction including new pedestrian bridge over NYS Route 22.

Federal/DOT Language

The Owner is the NYS Office of Parks, Recreation and Historic Preservation(Parks) and the work site is located in the Town of Copake. The projects limits extend from: the existing trail terminus near Orphan Farm Road. The trail will then proceeds along the west side of Orphan Farm Road, and cross the road to continue along an abandoned railroad corridor. A new bridge will be built to bring the trail over NYS Route 22, then tying into the existing trail near Black Grocery Road.

The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: Approximately 1.25 miles of asphalt shared-use trail construction, which includes a new pedestrian bridge over NYS Route 22.

This is a Federal Aid Project and NYSDOT Standard Specifications, officially finalized and adopted on May 1, 2025 as posted on the New York State Department of Transportation’s website must be followed by the successful bidder. This project has 80% matching federal funds for project costs up to $1,935,325.00

The NYS Department of Transportation has established the following Disadvantaged Business

Enterprise (DBE) utilization goals for this contract. The goal is expressed as a percentage of the total

bid price.

The DBE goal for this project is: 7.0%

The goals for EEO participation, expressed in percentage terms for the Contractor's aggregate

workforce in each trade on all construction work in the covered area, are as follows:

2.6% Minority Employment Goal

6.9% Women Employment Goal

These goals are applicable to all the Contractor's construction work (whether or not it is federally- assisted) performed in the covered area. The covered area is Columbia County.

Electronic NYS DOT Bids will not be accepted for this Project.

The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. Access authorization to EBO can be found at https://ebo.dot.ny.gov/ .

No residential or geographical restrictions will be in effect for this project.

Applicable Federal requirements take precedence over State and local requirements unless state and local requirements are deemed to be more stringent.

Contractors that obtain Contract Documents from a source other than the issuing office must notify the issuing office in order to be placed on the official Plan Holder List, to receive Addenda and any other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted.

Effective May 1, 2025 for Federally funded local let contracts, all Bidders are required to submit a complete DBE Participation Package with their bid. The DBE Participation Package shall include a Summary of DBE Commitments, DBE confirmations, and Good Faith Effort documentation (if required), as well as a Bidder’s List (i.e., a completed CONR 80 form with information about all quotes from DBE and non-DBE Subcontractors received prior to letting). The DBE commitment/confirmation forms (i.e., AAP 20, AAP 22, and AAP 23), to be submitted with DBE commitments, are located at
