CONTRACT NO. 1 – GENERAL

General Notice

The City of Canandaigua, NY (Owner) is requesting Bids for the construction of the following Project:

CITY OF CANANDAIGUA WATER STORAGE TANKS TTHM REMOVAL SYSTEM

Sealed Bids for the construction of the Water Storage Tanks TTHM Removal System Project for the City of Canandaigua (Owner) will be received by the Owner at the Department of Public Works, 205 Saltonstall Street, Canandaigua, New York 14424, attention Sarah Brown, telephone number (585) 337-2143, until Friday, July 11 at 9:00 am local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Contract No. 1 – Construction of a new TTHM Removal Control Station building with driveway, procurement and installation of TTHM removal systems within both of Canandaigua’s 4.5 MG concrete AWWA D110 style tanks and (as an alternative bid item) procurement of one TTHM removal system for a future tank.

Prospective Bidders who obtain or examine the Bidding Documents through the Issuing Office will be notified periodically with addenda, reports, or other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through email.

Pre-bid Conference

A non-mandatory pre-bid conference for the Project will be held on June 24 th at 10:00 am at City of Canandaigua WTP located at 3772 West Lake Road Canandaigua, NY 14424.

Instructions to Bidders.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Project funding is being provided by EPA Community Grant and disadvantaged business enterprises are encouraged to bid. Prime contractors are required to make six (6) good faith efforts to incorporate disadvantaged business enterprises within their work. Below are the six good faith efforts as outlined by the disadvantaged business enterprises program requirements.

  1. Ensure DBEs are made aware of contracting opportunities to the fullest extent practicable through outreach and recruitment activities. For Indian Tribal, State, and Local Government recipients, this will include placing DBEs on solicitation lists and soliciting them whenever they are potential sources.
  2. Make information on forthcoming opportunities available to DBEs, arrange time frames for contracts, and establish delivery schedules, where the requirements permit, in a way that encourages and facilitates participation by DBEs in the competitive process. This includes, whenever possible, posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date.
  3. Consider in the contracting process whether firms competing for large contracts could subcontract with DBEs. For Indian Tribal, State, and Local Government recipients, this will include dividing total requirements when economically feasible into smaller tasks or quantities to permit maximum participation by DBEs in the competitive process.
  4. Encourage contracting with a consortium of DBEs when a contract is too large for one of these firms to handle individually.
  5. Use the services and assistance of the SBA and the Minority Business Development Agency of the Department of Commerce.
  6. If the prime contractor awards subcontracts, require the prime contractor to take the steps in items 1 through 5.

All bidders please be advised that this project may be funded entirely or at least in part from a Federal assistance agreement between EPA and the City of Canandaigua. In accordance with State, local or tribal laws and regulation as well as Federal laws and Uniform Grant Guidance (UGG) – 2 CFR Part 200, 40 CFR Part 33 and/or 40 U.S.C. Part 1101 et seq., all bidders shall acknowledge the federal requirements and provisions for construction contracts including, but not limited to: the Davis-Bacon Act; EPA’s Disadvantaged Business Enterprise (DBE) program; Build America, Buy America (BABA) Act; and American Iron and Steel (AIS) Act.

Owner reserves the right to waive any informalities or to reject any or all Bids.

Bidders are required to certify, under penalty of perjury, that Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. This certification is included with the Bid Form and each Bidder must sign in the space provided.
