Pursuant to the Port St. Lucie City Code of Ordinance 35.07, this electronic Request for Qualifications (RFQu) is being issued to establish a contract with a qualified proposer who will provide comprehensive master planning services for Sportsman’s Park, Sportsman’s Park West, and the recently acquired former elementary school site Master Planning Services for Sportsman’s Park to the City of Port St. Lucie (hereinafter, “City”) as further described in this solicitation.
The purpose of the project is to create a unified master plan that evaluates the three sites holistically as one recreational campus. The plan will consider circulation, parking, site access, potential roadway closure, athletic field configurations, community amenities, stormwater management, and environmental conditions.
This effort will provide the City with a phased implementation strategy that prioritizes investments, supports future grant opportunities, and ensures the long-term development of Sportsman’s Park as a premier recreation and community destination.
Sportsman’s Park and Sportsman’s Park West are long-standing recreation hubs in the City of Port St. Lucie, serving residents through a mix of athletic fields, courts, and open spaces. With the recent acquisition of the adjacent former elementary school site, the City now has a unique opportunity to reimagine the entire area as one connected recreation campus.
The challenge lies in unifying three separate properties divided by a roadway, addressing circulation and parking constraints, and ensuring that future improvements meet the evolving needs of the community. The City also seeks a plan that is realistic, phased, and financially responsible, while still delivering modern amenities that will enhance play, safety, and community engagement.
A master plan that integrates all three sites will provide a clear vision, identify opportunities for shared facilities, and establish a roadmap for future development. By bringing these elements together, the City can create a signature destination that maximizes available land, improves efficiency, and sets a new standard for recreation planning in Port St. Lucie.
