NOTICE OF INTENT TO SOLE SOURCE

The Port Authority of New York and New Jersey (PANYNJ) intends to establish a sole

source contract with Idemia Identity & Security USA LLC , located in Bedford, MA to provide the following:

SCOPE: Purchase, Integration and Maintenance and Support of IDEMIA Criminal and Civilian Livescan systems at multiple Port Authority Police Department (PAPD) commands located in New York and New Jersey.

BRIEF DESCRIPTION: PAPD has deployed Idemia Identity & Security USA LLC (Idemia) Livescan fingerprint systems throughout the Agency and these systems will require continued maintenance and support services. They will also need to be refreshed with new Idemia Livescan hardware as and when the corresponding hardware used by the New York Police Department and the New Jersey Police Department are refreshed. To ensure compatibility, to facilitate integration with the existing system, to reduce operation and maintenance costs, and to maintain single source maintenance responsibilities, it is necessary to retain service and acquire equipment from Idemia.

Firms who believe they can compete for this requirement are required to submit an email with a brief statement of their intent to compete. The statement and any other questions regarding this sole source should be directed to the Buyer Srividya Deshpande at sdeshpande@panynj.gov by July 2, 2025.

The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement, but reserves the right to solicit proposals.

The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC ยงยง 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award.
