Project Description: 1.1 PROJECT INFORMATION
A. Notice to Bidders: bidders may submit bids for project as described in this Document. Submit bids according to the Instructions to Bidders.
B. Project Identification: 2026 Maintenance Road Program
1. Project Location: 100 Township Drive Bridgeville PA 15017.
C. Owner: 100 Township Drive Bridgeville PA 15017.
D. Owner's Representative: Vitali Alexandrov, Director of Facilities.
E. Construction Manager: Vitali Alexandrov.
Roto-milling of +/-3” of existing pavement over an approximately 33,000 S.Y. area
Base repairs on asphalt streets completed as necessary. Estimated at approximately 3,000 S.Y.
Grade adjustment of 46 inlets/manholes.
Install approximately 11,000 L.F. of 6”x18” bituminous wedge curbs
Placement of approximately 5,100 tons of 19mm Superpave binder
Installation of approximately 200 tons of fine-graded 9.5mm Superpave SCRATCH binder.
Installation of approximately 33,000 S.Y. of Superpave fine-graded fiber reinforced wearing surface. Including full depth asphalt installation on subbase prepared by others 2050 SY. Replacement of approximately 1500 L.F. of guide rails
Project cost range is anticipated to be under $ 1,000,000.
1.2 BID SUBMITTAL AND OPENING
A. Owner will receive sealed lump sum bids until the bid time and date at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows:
1. Bid Date: January 22, 2026.
2. Bid Time: 10:00 AM, local time.
3. Location: www.pennbid.net
1.3 BID SECURITY
A. Bid security shall be submitted with each bid in the amount of 10% percent of the bid amount. No bids may be withdrawn for a period of 60 (sixty) days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities.
1.4 DOCUMENTS

TIME OF COMPLETION
B. Successful bidder shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time.
1.5 BIDDER'S QUALIFICATIONS
A. Bidders must have PennDOT Pre-Qualification Certification. CS-4300 (F, F2, H, J,M3, O, and Q)
B. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work.
C. The Owner reserves the right to reject any or all proposals for any reason, and also reserves the right to waive any informality therein.
