Description

USDA APHIS intends to issue a sole source award to GRAPHPAD SOFTWARE, LLC for Geneious Floating Academic Yearly Subscription Licenses.

1. Identification of the agency and the contracting activity.

2. Description of supply or service required to meet the agency's needs.



Geneious software is a commercial package of sequence analysis tools that enable scientists to more efficiently analyze and store data belonging to both their projects and diagnostics. This software is mission critical; part of a data management and analysis program used daily by the Center for Veterinary Biologics directly related to testing conducted under the Virus-Serum-Toxin Act (VSTA; 21 USC 151-159 et. Seq.) which prohibits the preparation and sale of worthless or harmful products for animals.



3. The rationale or circumstances for limiting competition. Scientists at the Plant Pathogen Confirmatory Diagnostics Laboratory (PPCDL) have utilized Geneious for years in their diagnostic and project analysis, creating analysis pipelines and multi-year sequence databases accessible only in Geneious. Only one source exists for this product.



4. A description of the market research conducted and the results or a statement of the reasonmarket research was not conducted.

Approved IT security software was screened for alternative software packages. No other comprehensive software package is available that allows scientists to integrate existing pipelines and databases with an easy-to-use graphic user interface.



5. Estimated price: Less than the Simpified Acquisition Threshold ($250,000.00).



This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can perform this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.



The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by 5:00 PM ,EDT, July 14, 2025.
