Project Description: 2026 Cape Seal Program
This project consists of the application of Cape Seal throughout the Municipality of South Fayette Twp.
The application will be approximately 17,000 SY of surface treatment as required. The project also
includes all required traffic controls, resident notification, and cleanup after completion of the project.
A map of the streets to be rejuvenated will be provided at the beginning of the project.
All Proposals must be submitted electronically on Pennbid.com on January 22, 2026 before
10:00 A.M., prevailing time.
Bids will be received electronically via the PennBid Program until 10:00 AM on January 22, 2026,
at which time the bids will be opened, with the results made available on PennBid. Bids submitted
directly to South Fayette Township will be invalid and considered non-responsive.
Performance and Labor and Material Payment Bonds, along with Public Liability and Property
Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's
Compensation must be filed with the executed Agreement.
Pennsylvania Prevailing Wage rates will not be required to be paid on this project.
Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from
a Surety Company authorized to do business in Pennsylvania, made to the order of the Municipality
of South Fayette Twp. in an amount equal to ten percent (10%) of the total amount of the Proposal as
a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement
within 15 days after Notice of the Award of the Contract.
The Proposals must be made to the Municipality of South Fayette Twp., Allegheny County,
Pennsylvania, and shall remain firm for a period of sixty (60) days.
No Bidder may withdraw his
Proposal during the sixty (60) day period without forfeiting his Bid guarantee.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and
also reserves the right to waive any informality therein.
