This notice is for market research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP), nor does it restrict the Government as to the ultimate acquisition approach. This notice is open for responses from Small Business 8(a) firms only.

THE GOVERNMENT WILL NOT REIMBURSE PARTICIPANTS FOR ANY COSTS INCURRED IN PREPARATION OF THEIR POTENTIAL CAPABILITY BRIEF. RESPONSES TO THIS NOTICE ARE NOT OFFERS AND CANNOT BE ACCEPTED BY THE GOVERNMENT TO FORM A BINDING CONTRACT.

1. CONTRACT INFORMATION

The U.S. Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) in Huntsville, Alabama is seeking to identify qualified Small Business 8(a) firms to operate, sustain, and maintain Real Property Support System (RPSS). Services will be performed primarily remotely or on-site at facilities within the Contiguous United States (CONUS) to include Alaska, Hawaii, and its outlying areas, and Outside the Contiguous United States (OCONUS) at locations such as Germany, Honduras, Italy, Japan, Kuwait, Kwajalein, Marshall Islands, Philippines, Poland, Qatar, Republic of Korea, Spain, and United Kingdom.

North American Industry Classification System (NAICS): 541990 – All Other Professional, Scientific, and Technical Services and Small Business Size Standard $19.5M.

The total anticipated capacity is $60 Million.

2. PROJECT INFORMATION

The primary purpose of this requirement is to operate, sustain, and maintain the centralized RPSS program to collect, create, enter, analyze, edit, maintain, and report data in Government systems of record and will be managed IAW applicable Government regulations and program requirements. The primary Real Property systems of record components are listed below:

GFEBS - General Fund Enterprise Business System

ePRISMs - Enterprise Proactive Real-Property Interactive Space Management Systems

ISR-I – Installation Status Report – Infrastructure

RPLANS - Real Property Planning & Analysis System

PRIDE - Planning Resource for Infrastructure Development and Evaluation

ASIP - Army Stationing and Installation Report

HQIIS - Headquarters Installation Information System

DART – DPW Analysis & Reporting Tool

INFADS – Internet Navy Facilities Assets Data Storage

MDI – Mission Dependency Index

BUILDER – Builder Sustainment Management System (BUILDER is not an acronym) – support will be strictly data entry and data integrity only; data collection will not be supported by this contract.

4. CAPABILITY BRIEFINGS (Limited Slots Available)

DATE: 17 and 18 June 2025

LOCATION: VIRTUAL (Microsoft Teams link to be provided upon notification of selection)

Due to a high interest in this requirement, the Government is limiting capability briefs to five (5) Small Business 8(a) firms, via randomly selected slots. Selected firms will have an opportunity to provide capability briefings to USACE CEHNC representatives.

• To request a slot: Submit an email to ines.d.corbett@usace.army.mil and johnna.m.sebben@usace.army.mil NLT 1:00 p.m. CST 12 Jun 2025. To ensure RSVP is identified, email subject line should read RSVP- RPSS Capability Brief.

• Briefing Length: Each briefing will be limited to 30-minute slots for Prime Contractors only.
