Industrial Pretreatment Facility - Phase II City of Le Mars, Iowa

RECEIPT AND OPENING OF PROPOSALS: Sealed proposals for the work described below will be received at the Office of the City Administrator, City of Le Mars, 40 Central Avenue SE, Le Mars, IA 50131 until 1:00 p.m. on the 9thday of October, 2025 at which time the bids will be opened and publicly read.

PROPOSALS CONSIDERED: The City will consider bids at its council meeting at 12:00 p.m. on October 21, 2025.

DESCRIPTION OF WORK: The work includes the construction of approximately:

1. East Wastewater Treatment Facility Site: Construction of the precast reinforced concrete industrial screen building including internally fed rotary drum screen, high pressure pump system, process piping and valves.

1. West Wastewater Treatment Facility Site:
   1. Construction of the precast reinforced concrete pretreatment building including pumps, blowers, boilers, biogas handling equipment, chemical feed equipment, process piping, and valves.
   2. Construction of two (2) 8.0 MG earthen basin reactors with synthetic liners and covers, cast—in—place concrete retaining walls, reactor internal piping, mixers, and accessories.
   3. Site piping, valves and civil site improvements.
2. Various trades throughout both project sites include site seeding and restoration, roofing, HVAC, plumbing, pipe insulation, painting, electrical, and controls together with numerous related items of work, all in accordance with Plans and Specifications.

COMPLETION OF WORK: Work on the improvement shall commence upon approval of the contract by the Council, and as stated in the Notice to Proceed. Milestone No. 1 work must be complete within Seven Hundred Thirty (730) calendar days after receipt of the Notice to Proceed. Project must be Substantially Complete within One Thousand (1,000) calendar days after receipt of the Notice to Proceed. All work under the Contract must be complete within One Thousand Thirty (1,030) calendar days after receipt of the Notice to Proceed. Liquated damages for work remaining after completion date are defined in Section 00520 Agreement of the Project Manual.

PLAN HOLDERS LIST, ADDENDUMS AND BID TABULATION: The plan holders list, addendums and bid tabulations will be available for download on-line at www.questcd n.com or www.bolton-menk.com. Any addendums may also be distributed by mail, fax, or email.

PREBID CONFERENCE: A non-mandatory pre-bid conference will be held September 23, 2025, at 10:00 a.m. at the Municipal Wastewater Treatment Facility conference room located at 705 5" Ave NW, Le Mars, IA 51031. Representatives from Bolton & Menk and anaerobic treatment process supplier ADI/Evoqua will be available to meet. Attendance is strongly encouraged.

BID SECURITY: A certified check or proposal bond in the amount of not less than 5 percent of the total amount bid, drawn in favor of City of Le Mars shall accompany each bid.

OWNER’S RIGHTS RESERVED: The Owner reserves the right to reject any or all bids and to waive any irregularities and informalities therein and to award the Contract to other than the lowest bidder if, in their discretion, the interest of the Owner would be best served thereby.
