Summary

The Department of Behavioral Health: Summit Behavioral Healthcare

Summit Behavioral Healthcare is seeking qualified MAC034 vendors to provide quarterly testing, inspection, and maintenance services for three (3) emergency power generators located on the hospital campus. The purpose of this contract is to ensure that all generators remain in optimal operating condition, in full compliance with hospital standards and applicable regulatory requirements.

1. Equipment Information
The hospital operates three (3) generators identical in model and specifications: 2. Scope of Work
A. Frequency of Testing
Testing and service shall be performed quarterly , according to the following schedule: B. Required Services (Each Quarter)
For each testing cycle, the vendor shall:
  1. Perform a complete inspection of all generator systems, controls, and safety mechanisms.
  2. Record all data, readings, and results from the test.
  3. Provide a service report summarizing findings, maintenance performed, and any recommendations for repairs or replacement.
C. Annual Full Service (October–December)
During the October–December testing cycle, the vendor shall perform a comprehensive annual service , including:
  1. Full oil change and filter replacement
  2. Diesel fuel sampling and analysis
  3. Lubrication and coolant inspection
  4. Battery testing and cleaning
  5. Load bank test (done during the third quarter checks)

Interested vendors must submit proposals that include:
  1. Company background and experience with generator maintenance in healthcare settings.
  2. List of key personnel and certifications.
  3. Detailed pricing breakdown per quarterly visit and annual service.
  4. Proposed timeline and scheduling process.
  5. Proof of insurance and applicable licenses.
  6. Proposal must include a price for Fiscal year 26 (November 25 – June 30, 2026) and Fiscal year 27 (July 1, 2026 – June 30, 2027)

Process

The State of Ohio – Department of Behavioral Health is soliciting dealers for products that are currently contracted under a Department of Administrative Services (“DAS”) Contract, State Term Schedule (“STS”), Competitive Selection - Two Phase Contract, Group Purchasing Contract ("GPC"), or Master Maintenance Agreement ("MMA"). Only suppliers who offer these products on an existing Department of Administrative Services (“DAS”) Contract, State Term Schedule (“STS”), Group Purchasing Contract ("GPC"), or Master Maintenance Agreement ("MMA") may respond to this solicitation.

DBH will award this project to the lowest-cost responsive and responsible supplier. The awarded supplier must include all applicable costs for delivery, setup, and warranty in their submission.

All pricing must be clearly entered into the OhioBuys item grid and prices must be at or lower than current contracted pricing. If the pricing contained in your responsive documents fails to match the current DAS contracted price, your quote may be disqualified. If a separate quote is submitted, the total must exactly match the amount listed in the item grid. Discrepancies may result in disqualification.

The applicable DAS contract number is required within the comment column of your grid or in your attachment if an attachment is provided. If a DAS contract number is not provided, your quote will be disqualified.

Any responses that are not a part of a current DAS contract will not be considered.

In the event of a tie bid, the sourcing project will be awarded to the first responsive and responsible bid received by the date and time stamp in OhioBuys.

• Technicians must be certified and trained on model DFGB-5693488 or equivalent.

• Vendor must provide 24-hour emergency service availability.

• Vendor must be fully licensed and insured.

• Vendor must provide all necessary tools, testing equipment, and load banks.

5. Deliverables

After each quarterly visit, the vendor shall provide:

• A detailed service report including:

o Test results

o Fuel/oil sample results (when applicable)

o Any maintenance or repair recommendations

• A signed verification form indicating successful completion of all tests.
