| Specific Conditions for Procurement: |
The Supplier must provide in its Bid, the documents set out in Part 4 – Form B – Other Mandatory Submission Requirements, which include the following documents. These documents shall contain the information set out below. Failure to provide the required information listed below shall render the Bid non-compliant.
1. Polymer Specifications The Supplier must upload a copy of the specification of each polymer to be supplied (polymer for R.L. Clark WTP dewatering and/or polymer for R.C. Harris WTP dewatering). 2. Safety Data Sheet of Polymer The Supplier must upload a copy of the Safety Data Sheet of each polymer to be supplied. 3. Bench-scale Testing Report Each Supplier must submit a report summarizing results of bench-scale testing and the rationale for recommending the selected polymer for the R.L. Clark WTP and R.C. Harris WTP respectively, as part of their Bid and as described in Part 3 – Specifications and Requirements for Deliverables, Section 1.1.3 4. Statement of Assurance Supplier must provide a statement of assurance (including operating parameters) that the product(s) offered can achieve the full-scale operational performance requirements noted in Part 3 – Specifications and Requirements for Deliverables, Section 1.6.3. 5. Proof of an Established Quality Management System The Supplier must upload proof of a third-party accredited Quality Management System currently in place for the Successful Supplier’s business operations, such as ISO 9001, that ensures product quality, regulatory compliance, and customer satisfaction. |

| Pre-Bid Meeting: |
Mandatory Meeting Suppliers are required to attend a mandatory meeting to pick up the sludge sample for the respective plant(s) they intend to submit a bid for. The mandatory meeting will take place as described below. Meetings will not be available at any other times. Suppliers are requested to bring their own PPE (hard hat/ safety shoes) to the meeting.
For Suppliers intending to submit a bid for R.C. Harris WTP, the mandatory meeting will take place at: 11 AM local time on October 29, 2025, at R.C. Harris WTP, 2701 Queen Street East, Toronto M4E 1J1. For Suppliers intending to submit a bid for R.L. Clark WTP, the mandatory meeting will take place at: 11 AM local time on October 30, 2025, at R.L. Clark WTP, Twenty Third St, Etobicoke, ON M8V 3M6. |
| Recurrent Contract: | For a period of eighteen (18) months, commencing on January 1, 2026, with an option in favour of the City to extend the agreement on the same terms and conditions for an additional term of up to three (3) additional separate one (1) year periods. |
