Public Works Center (PWC) Campus Evaluation and New Office Facility Design

BACKGROUND INFORMATION

The City of Joplin’s existing Public Works Center campus is located at 1301 West 2nd Street, Joplin, Missouri. Currently this site includes an office building, heavy equipment storage facilities, a central garage, fueling islands, additional facilities for various divisions, and material storage areas. A map of the existing campus is attached to this RFQ document. The City has also recently purchased the property fronting Maiden Lane from A Street to 2nd Street, to further expand the campus. The need for a new Public Works office building has been identified by the City, and in October of 2025 the Joplin City Council authorized the release of an RFQ for the design services for this building, along with an evaluation of the entire PWC campus for the efficiency of the site layout, site security and overall functionality of the entire campus.

Qualifications:

Statements of Qualifications are now being accepted by the City of Joplin from qualified Architecture Firms for providing Architectural and Engineering Design Services for an evaluation of the existing PWC site and the design of a new PWC Office Facility Building.
Respondents to this Request for Qualifications shall submit to the City of Joplin, a
statement of qualifications, which will address the various components as set forth in this Request for Qualifications.

This document is available to all qualified Consultants that request a copy up to the closing
date/hour of submission.
Copies can be obtained from the City of Joplin, Engineering Department,
602 S Main St., Joplin, Missouri 64801, or by calling (417 624.0820 Ext 1533). Copies can also be found on the City of Joplin website.

Special Requirements:

The City of Joplin has made project beautification consideration a priority for all of its future projects according to its Joplin Development Code. The Consultant will be required to work with the City to develop a range of creative ways to provide enhancements within the Public Works Center Campus that are in line with this priority and add value to other City-wide enhancements and plans.

Criteria for Selection
Selection among the Submittals shall be based upon the following criteria.
1. Concept and Responsiveness to City’s Request 20%
Responsiveness of the written response in clearly stating an
understanding of the work to be performed as outlined in the
scope of service.
2. Consultant’s Relevant Experience 20%
The Firms overall experience with similar projects, including other
Public Works Centers.
3. Project Team 20%
Qualifications of staff to be assigned, education, position in
firm and years experience will be considered.
4. Approach 20%
Accessibility to client, client/consultant relationship and general
Approach to project.
5. Level of Effort 20%
