Sealed Bids for the construction of the US421 Interconnect (IFB #27-002) will be received by Pender County Utilities at the office of the 805 S Walker Street, Burgaw, NC 28425 until 2:00 pm local time on 10/22/2026, at which time the Bids received will be publicly opened and read. The Project consists of constructing:

Construction of approximately 1000 ft of 12” PVC pipeline, including crossing of US 421 by Boring and Jacking.

Construction of Interconnection control site, including meter (installation only), double check valve, gate valves, DI piping, three vaults, pump connection ports, electrical power supply and lighting, and driveway.

Construction appurtenances, including fire hydrant and sampling stations.
Bids will be received for a single prime Contract. Bids shall be on unit price basis.

Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon receipt of a non-refundable payment of $300 for each set. Checks for Bidding Documents shall be payable to “Highfill Infrastructure Engineering, P.C.”. Upon request and receipt of the document payment indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. There will be no charge for electronic copies. A pre-bid conference will be held at 2:00 pm local time on 10/08/2026 at 605 E. Fremont Street, Burgaw, NC 28425 Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders.
