Notice of Intent to Award Sole Source - EndoPro Software Maintenance

The Brooke Army Medical Center Health Contracting Branch (BAMC HCB), Medical Readiness Contracting Office – West (MRCO-W), U.S. Army Health Contracting Activity (USAHCA), Army Medical Command (MEDCOM), JBSA Fort Sam Houston, Texas intends to award a Firm Fixed-Price, sole source contract to Thundercat Technology, LLC, a Service-Disabled Veteran-Owned Small Business (SDVOSB), under the authority of FAR § 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This is for the non-personal service to provide maintenance for the EndoPro software to support BAMC, JBSA Fort Sam Houston, Texas 78234. Award will be on or about 15 August 2025. The applicable NAICS code for this requirement is 811210, “Electronic and Precision Equipment Repair and Maintenance”. The Small Business Size Standard is $34M.

This notice is not a request for competitive quotes. No requests for capability briefings will be honored as a result of this notice and any information provided will not be used as part of any subsequent solicitation requirement. No telephonic inquires will be honored. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract for the non-personal service of maintenance for the EndoPro software. The Contracting Officer determined that the circumstances of the contract action deem only one source reasonable available.

BAMC HCB intends to make a sole source award to Thundercat Technology, LLC, 11190 Sunrise Valley Dr. Ste 200, Reston, VA 20191.
