The purpose of this RFP is to obtain a narcotics security system.
The City of Norfolk (the “City) seeks a standardized electronic security system to manage controlled substances, master access keys, and rapid-entry capabilities across all operational units for Norfolk Fire Rescue (NFR). This system will replace current manual and mechanical processes with a unified electronic platform that improves accountability, reinforces Drug Enforcement Administration (DEA) compliant narcotics storage, and enhances secure access to Fire Marshal-authorized entry points. The system will be installed on front-line apparatus, supervisor vehicles, and designated facilities to strengthen operational readiness, improve auditability, and support safe, consistent access procedures during emergency response.

The anticipated system count includes approximately 57 electronic medication vaults and all required accessories, key retention devices, electronic keys, and supporting equipment necessary to meet the specifications.
