Camden County seeks sealed bids for the full renovation and conversion of an existing attic storage area into fully functional office space. The renovated area will include multiple private offices and a corridor, as indicated in the attached sketch plans. The space shall be brought up to all applicable 2024 North Carolina Building Codes, including but not limited to structural, electrical, mechanical, life safety, and accessibility codes. This will be a turn-key project, with the contractor responsible for all labor, materials, permits, coordination, and final inspections.
A structural load letter from a licensed engineer confirming the attic’s suitability for occupancy is available and will be included with the bid documents.
Detailed Scope of Work1. Demolition & Structural Framing

Selective demolition as necessary to accommodate new layout and access points.

Structural framing as required to support new stairwell and ensure code-compliant headroom and loading.

Provide framed access panels or doors to existing HVAC equipment located in the eaves.
2. Architectural Build-Out
-
Construct five (5) new office rooms and hallway as shown on attached sketches.

Install drywall, insulation (to meet NC energy code), paint, ceiling finishes, trim, and commercial-grade flooring.

Add energy-efficient windows to both gable ends of the attic, appropriately flashed and trimmed to match the building’s exterior.
3. Stairs & Entry
-
Design and construct a code-compliant exterior stairwell for access to the new second-floor office space.

Contractor shall provide a 3D rendering or drawing of the proposed stair design for review and approval prior to construction.

Include necessary structural support, weather protection, and security.
4. Mechanical (HVAC)
-
Tie new space into existing HVAC system or provide a dedicated mini-split or package unit as required to meet load calculations.

Ensure balanced air distribution, proper return air, and independent thermostat control.
-
Maintain service access to existing HVAC units in the eaves via doors or panels.
5. Electrical
-
Install new lighting (LED), outlets, light switches, and smoke detectors per NEC and NC building codes.

Provide sufficient circuits to handle office loads including computers, printers, etc.

Add emergency lighting and illuminated exit signage as required.
6. Low Voltage / Data / Communications
-
Run and terminate CAT-6 data cabling from each office to a centralized network rack location (to be identified by the County IT department).

Include wall jacks, cable management, and testing of all lines.

Provide one data drop and one phone drop per office unless otherwise directed.
7. Fire Protection & Life Safety
-
Extend or modify existing fire detection and alarm system as required.

Add fire-rated assemblies and egress features as needed to comply with applicable code sections for a second-floor office space.

Verify and ensure compliance with NFPA, NC Building Code, and local fire marshal requirements.
8. Permitting, Inspections, & Closeout
-
Obtain all necessary building, mechanical, electrical, and fire permits.

Schedule and pass all required inspections with Camden County Building Inspections.

Provide documentation of final inspections and Certificate of Occupancy.
-
Deliver final as-built drawings and a one-year workmanship warranty on all work performed.
