Mechanical Maintenance Services

This is a Pre-Solicitation Notice. This notice does NOT constitute a request for proposal, quote or invitation for bid. Defense Contracting Services Office - Richmond (DCSO-R3) has a requirement for Mechanical Maintenance Services at Defense Logistics Agency, Andrew T. McNamara Headquarters Complex (Facility), Fort Belvoir, VA 22060-0621. This requirement is 100% set-aside for Small Business. Set-aside is in accordance with FAR 19.502-2.

SCOPE OF WORK

The contractor shall provide all management, supervision, labor, tools, equipment, and materials necessary to perform maintenance, repair, replacement, installation, and minor construction/alteration services for all buildings structures related to mechanical and refrigeration systems and equipment within the Defense Logistics Agency, Andrew T. McNamara Headquarters Complex (HQC) to include but not limited to the following: BLDG 2420 Visitors Control Center (VCC); BLDG 2462 Andrew T. McNamara Headquarters Multi-story 1,100,000 square foot (SF) facility; BLDG 2463 Gate 1 Access Control; BLDG 2464 Gate 2 Access Control; BLDG 2463 Gate 1 Access Control; BLDG 2464 Gate 2 Access Control; BLDG 2465 Gate 3 Access Control; BLDG 2466 Recreational Building; BLDG 2467 Irrigation Well House; BLDG 2468 Child Development Center (CDC) 34,000 SF; BLDG 2469 Three Level Parking Garage building; BLDG 2480 Material Receiving and Screening Facility (MRSF) 15,000 SF; and BLDG 2487 Outfall Control Structure. Services shall be performed in accordance with the Performance Work Statement (PWS), which will be posted as an attachment to the solicitation.

Contract Type:

It is the Government’s intent to award a performance-based combination Firm-Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contractor shall deliver comprehensive mechanical maintenance services for Government-owned properties.

Period of Performance:

The anticipated period of performance consists of a 12-month base period with four (4) sequential 12-month option periods, for a total potential contract length not to exceed 60 months from date of the award. The anticipated base period is 1 December 2025-30 November 2026.

Special Requirements:

-All contractors must be registered in the System for Award Management (SAM) at the time of award. Registration information is available at https://sam.gov.

-No foreign participation is authorized.

-In accordance with FAR 52.236-1, Performance of Work by the Contractor, the contractor shall perform, with its own organization, work equivalent to at least 95% of the total amount of work under this contract, including both FFP and IDIQ portion.

Solicitation Information:

The solicitation is anticipated to be posted to SAM.gov on or about the end of August 2025, with an anticipated closing date near the end of September 2025. Paper copies of the solicitation will not be issued. It is the responsibility of interested parties to monitor SAM.gov for updates, amendments, and all solicitation documents.

Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
