Description View Changes

To address critical safety and communication concerns within our facility—specifically the inability for individuals to reliably make or receive cellphone calls due to poor signal strength—we are seeking a comprehensive in-building cellular signal enhancement solution. The system must meet the following salient characteristics:




  • Future-Proof and Expandable Infrastructure



The system must support a wide frequency range (600 MHz to 4 GHz) and be designed to accommodate both evolving cellular standards and the physical expansion of the facility. Within the next five years, the building will undergo a structural addition. The selected solution must allow for easy extension of the existing infrastructure—reusing cabling and passive components wherever possible—without the need for a full system replacement, ensuring cost-effective scalability.




  • High Performance and Coverage

    The proposed solution must deliver consistent and robust signal coverage throughout the current facility, including traditionally weak signal areas such as antenna broadcast boundaries and intersections. The vendor’s proprietary design methodology should be able to demonstrate equal or better performance than leading industry solutions, with supporting test data or real-world case studies.

  • Secure, Independent Operation

    The system must operate independently of the facility’s internal network and internet connection. This ensures enhanced security by eliminating potential cybersecurity risks or vulnerabilities associated with connected systems, an essential feature for environments with sensitive communication needs.

  • Cost-Efficient Procurement and Long-Term Value

    Vendor should offer preferred pricing through direct relationships with the equipment manufacturer and directly source passive components to avoid distributor markup. This results in a lower total cost of ownership while maintaining high-quality system performance, making the solution more budget-conscious over time.

  • The objective of this project is to provide usable cellular and data signal.

  • *Complies with current FCC guidelines*

  • Amplification Equipment, Cables, Antennas with Installation for a mixed-use space with offices, storage and hangar that is two-stories and approximately 135,000 sq. ft.

  • Needs Cell signal boosted to a minimum that voice and data can be effectively used throughout the building.

  • Must provide: Pre-Install Survey, System Design, System Components, Installation, System Commissioning, Lifetime Technical Support, Shipping and Warranty.



Evaluation Criteria/Basis of Award



Award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer on the basis of price, technical capability, delivery, and past performance.



Site Access & Documentation




  1. Site Walk / Pre-Installation Survey: What is the process for scheduling a site walk or pre-installation survey? Are there specific dates or times? ​Anytime Monday – Friday 0700-1630, we are off every other Monday (28April, 12May, etc.). Just reach out to coordinate date/time 8604412960




  1. Facility Address: Could you provide the full address of the facility to assist in logistical planning and preliminary assessments?​ 139 Tower Avenue, Groton, CT 06340




  1. Floor Plans: Are detailed floor plans, including layouts of the office, storage, and hangar areas, available for review? This will aid in system design and antenna placement.​ See attachment.




  1. Roof Access: Will we have access to the roof before the installation to verify if there are any cable pathways? Yes



Cabling & Infrastructure Requirements




  1. Cabling Standards: Are there specific cabling standards or preferences (e.g., plenum-rated cable) that we should adhere to during installation?​ No, neat/organized, within fire code




  1. Conduit Requirements: Does the facility require all cabling to be run through conduit, particularly in the warehouse or hangar areas? If so, are there existing conduits we can utilize?​ No requirement, if there are existing conduits, then yes, they can be utilized.




  1. Power Availability: Is there access to dedicated power sources (e.g., 120V/20A circuits) in areas where equipment will be installed (preferably network closet)? Yes



Performance Metrics & Compliance




  1. Signal Strength Targets: What are the minimum acceptable signal strength levels (e.g., RSRP, RSSI), if any, throughout the facility?​ RSSI >-60 and RSRP >-80 would be ideal, but RSSI -70 to -60 and RSRP -90 to -80 is sufficient




  1. Coverage Expectations: Are there specific areas within the facility that are prioritized for coverage enhancement? Yes, the warehouse and resource management should be prioritized for coverage enhancement.



Future Expansion & Scalability




  1. Planned Expansions: You mentioned a structural addition within the next five years. Can you provide details on the scope and timeline of this expansion? Adding 48,000 square feet to the facility, potential start date 2030



Security & Network Integration




  1. Remote Monitoring: Is remote monitoring or management of the system required or preferred?​ No, having the capability of monitoring or managing the system internally would be ideal



Administrative & Logistical Considerations




  1. Access Restrictions: Are there any access restrictions or security clearances required for our installation team?​ No, we will have to notify the gate




  1. Project Timeline: Is there a desired timeline for project completion? As soon as possible, no specific timeframe
