THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL.
The U.S. Department of Housing and Urban Development (HUD), Office of the Chief Procurement Officer (OCPO), located in Washington, DC, intends to negotiate a sole source and award a contract to Penial Solutions LLC, 3885 Crestwood Parkway NW Ste. 275 Duluth, GA 30096-5005. This is a continuity of services for a contract that is already in place, the contract period of performance is for a 12-month base period and one (1) 12-month option period.
This acquisition is being conducted using the procedures under Federal Acquisition Regulations (FAR) 6.302-1) “Only one responsible source and no other supplies or services will satisfy agency requirements” in accordance with 41 U.S.C. 3304(a)(1).
The North American Industry Classification System (NAICS) code for this requirement is 541511: Custom Computer Programming Services with a size standard of $30.00M. The PSC is R702: Support-Management: Data Collection. HUD anticipates negotiating and awarding a firm-fixed-price contract to Penial Solutions, LLC.
Penial Solutions LLC is the incumbent providing the development and maintenance to the current 232 Healthcare Portal. The 232 Healthcare Portal was created for the processing of mortgage insurance applications submitted by FHA Approved Lenders, processing of Asset Management transactions, obtaining and reviewing Operator financials, and the housing of both data and documents in a secure electronic location.
