Project Description / Scope of Work

The City of Estacada is accepting proposals from artists or artist teams for a Public Art Mural Project in downtown Estacada. Artists will have an opportunity to create an attraction for visitors as well as highlighting local identity and recreation through visual art.

Two primary focus areas artists should consider include:

• Recreational opportunities in the Estacada area, native flora, and local landmarks

• Artwork which is welcoming to visitors and residents is desirable

One artist or artist team will be selected to work with City of Estacada. Site location has been prepared with a structure on which to paint the mural which shall be painted no later than September 30, 2026:

1. Design a large-letter, postcard style mural in collaboration with the City, to say “Greetings from Estacada, Oregon”

2. Dimensions: the full mural will be 8’ high by 16’ long with the primary “post card” area to be 8’ high by 12’ long

3. Paint the mural on the structure provided at SE 3rd and Broadway in Downtown Estacada

History
The City has a population of approximately 6,500 residents but serves an additional estimated 18,000
people living in the rural area surrounding the City. The Estacada area draws hundreds of thousands
of visitors annually and will host the Disc Golf World Championships in 2027. Just thirty miles
southeast of Portland the community is nestled between the Cascade Mountains and Clackamas
River. Estacada is surrounded by expansive forests, is the “Heart of the Clackamas River”, and home

to a vibrant arts community as well as outdoor recreation enthusiasts. Other major recreational
opportunities nearby include Milo McIver State Park (affectionately referred to as “Milo” by the Disc
Golf community), the Scenic and Wild Clackamas River, Estacada Lake, and the Mt. Hood National
Forest. This area offers a wide range of recreational and community activities as well as annual
festivals and events which attract people from around the region.
ART OPPORTUNITY & BUDGET
Due to the short timeline, Artists/Teams shall submit a letter of interest including a minimum of 2 and
maximum of 4 samples of previously completed work that is similar and/or relevant to this project to
demonstrate the artist/team’s stylization. It is optional to submit a rough draft of an idea for the
large letter postcard mural, however this is not required. Consideration may be based on prior
relevant samples of work only. This CALL is a request for proposals and should: a) provide a
statement of the Artist/Team’s understanding of the local culture; b) demonstrate prior experience
relevant to the identified project; c) provide examples of past work relevant to the project; d) provide
a statement of competency and capacity needed to complete all aspects of project work within the
timeline desired, including design in collaboration with the City of Estacada and painting of the mural;
e) Optional: provide a rough draft design for the mural.
Budget
A total budget of $20,000 has been established for this project, inclusive of all artist fees, materials,
liability insurance, travel, concept design, final design, painting, licensing, communications and
meetings as needed with project staff.
Project Description: The City seeks an artist or artist team to create large letter postcard-style
mural. Artist teams may submit more than one proposal provided that each proposal is from a
different lead Artist.
The criteria for this opportunity includes:
Structure for mural is provided with the dimensions: 8’ high x 16’ long
Area for “postcard” piece of mural shall be 8’ high x 12’ long
The full 8’ x 16’ structure shall be incorporated into the mural
Mural shall include the text: Greetings from Estacada, Oregon
Mural shall highlight recreational opportunities in the Estacada area, native flora, and local
landmarks
Artwork shall be of a character that is welcoming and relatable to visitors and residents
Materials shall include paint that is highly durable and easy to maintain in an outdoor
environment

Selection Process
Artist selection will be completed by August 26, 2026, and the Artist or Artist team will be placed
under contract with the City of Estacada. The Art Selection Committee will be charged with reviewing
project goals and artist applications, and with recommending an Artist/Team for the project. The City
of Estacada will approve and contract with the Artist/Team.
Selection Criteria
The applicant's professional qualifications, demonstrated ability to undertake projects of a similar
scope, artistic merit as evidenced by the submitted materials, and ability to complete the project
within the timeline will all be considered.

Artist and artist teams may apply by submitting a letter of interest and two (2) to four (4) samples of
previously completed work that is similar and/or relevant to this project to demonstrate the
artist/team’s stylization. It is optional to submit a rough draft of an idea for the large letter postcard
mural.
Submittals may be emailed to wagner@cityofestacada.org or brought in person to Estacada City Hall
at 475 SE Main Street, Estacada, Oregon, between the hours of 7:30am to 5:00pm Monday through
Thursday. The deadline for submission is 4pm on Monday, August 24, 2026.

All applicants are asked to provide the following:
Letter of Interest (one page maximum, if submitted via email PDF format is required).
Describe why you want to be considered for the project. Provide a broad conceptual approach for
the project, explaining why your skills would best meet the needs and are a good fit for the
challenges. If you are submitting as part of a team, please explain your relationship and
experience working together on projects.

Request for Proposals
Visual Documentation – Provide a minimum of two (2) to a maximum of four (4) images of recent
work similar or relevant to the project. Artist teams should include work that has been completed
together. New team collaborations should provide images that best reflect the project for which
you are applying. All images should be formatted as .jpg or .pdf if provided via email.
Recent Work Sample Details: Artwork title, dimensions, completion date, brief description and
budget for each project is required.
NOTE: Include your name, address, email, and phone on each page of submitted written
materials. If artist team, include all team members and a primary contact person.
Conditions of Participation:
1. Submittals in response to this request and respondents' participation in the process shall be at
no cost or obligation to City of Estacada. City of Estacada reserves the right to, at any time,
abandon or terminate its efforts to contract for any or all of said services without any obligation
to any respondent.
2. Responses to this request and other materials submitted shall become the property of City of
Estacada and will not be returned. Design drafts submitted to the City may be subject to a public
records request but shall not be used by the City unless the Artist/Team submits the successful
proposal.
3. Respondent shall not contact any City of Estacada personnel or staff after this request has been
advertised, except to ask questions to the designated staff member (Melanie Wagner) specifically
regarding this RFP. Such contact will be considered cause for disqualification.
4. City of Estacada may waive any informalities or minor defects or reject any and all submittals.
5. City of Estacada reserves the right to reject all proposals and re-advertise at the City’s sole
discretion.
6. All applicable laws, ordinances, and the rules and regulations of all governmental authorities
having jurisdiction shall apply to the Contract throughout.
