USAID Guinea & Sierra Leone lead a high-performing program in two countries, split between
offices in Sierra Leone and Guinea. The DRG Senior Advisor reports directly to the DRG Office
Director, or their designee in the absence of a DRG Officer, and supports program management,
strategy formulation and the implementation of activities in both countries.
With approximately $5 million in bilateral Democracy, Rights and Governance funds for Guinea &
Sierra Leone in the FY 2023 budget, the Mission oversees a range of activities in the DRG areas
including elections and political processes, rule of law, legislative strengthening, judicial reform,
fiscal transparency, good governance, local governance and decentralization reforms, conflict
management and mitigation, civil society and media strengthening, human rights, and counter
trafficking. Both Guinea & Sierra Leone face serious challenges to democratic governance and the
management of conflicts that periodically threaten the countries’ stability and (by extension) the
successful implementation of USAID activities in all targeted development sectors. In the areas of
Economic Growth and Health in particular, Guinea & Sierra Leone depend importantly on continued
progress toward strengthening democratic governance to make progress.
The DRG Senior Advisor must have excellent interpersonal skills, strong communication skills
(written and public speaking in English and French), and be able to represent USAID effectively in
the inter-agency country team, with the host government at the national and local levels, and with
other international donor organizations. The DRG Senior Advisor coordinates closely with the
Embassy's Political Section, but also with the Public Affairs Office and the Embassy Front Office.
The DRG Senior Advisor will be the direct supervisor of 2-4 FSNs and so should have excellent
supervision and coaching skills. The DRG Senior Advisor may act in the absence of the DRG Office
Director.
